Because Unreleased Pokémon were literally “unreleased” — they were in the game’s data fully coded, the player just wasn’t permitted to access that data.

DLC Pokémon aren’t in the game unreleased, they’re not in the game at all.
 
No, we have no actual confirmation what will be in the game, including, for example, moveset data.
