Kind of NSFW- relatively disturbing

So today I read this quite disturbing/thought provoking story in the paper. I wanted to post this thread to get some feedback on how others feel about kids so young committing crimes so dark. Should a child of this age be charged criminally/more severely? Is it reason enough that being an age that young, a kid should be waived the severe penalties of an adult by simply not understanding what he/she did (and should instead be privately rehabilitated)? Perhaps he/she did understand the concept of murder and acted anyway, what then?
Personally I feel something like this should be taken as seriously as possible (which it surely is). Although I'm all for rehabilitation, another part of me feels that even kids of that age should answer for a crime of this severity.
