Chandelure is an effective Choice Scarf user because it has the highest base Special Attack in the metagame, an average Speed stat, good coverage moves, and a great ability in Infiltrator that allows it to be a good Choice Scarf user. Shadow Ball is able to hit Gardevoir and Galarian Corsola super effectively. Overheat beats most Steel-types such as Aegislash, Ferrothorn, bulky Excadrill and Pokemon like Whimsicott. Trick is great to have against setup attackers such as Rotom-H. Energy Ball allows Chandelure to hit Water-types such as Gastrodon and Ground-types such as Choice Band Rhyperior. Infiltrator lets Chandelure bypass Substitute and beat Whimsicott.

Chandelure struggles with faster Choice Scarf users such as Earthquake Galarian Darmanitan and Excadrill, so partners such as Choice Scarf Haxorus, Dragapult, and Sawk are needed to beat these. In return, Chandelure can take on Choice Scarf Gardevoir and Galarian Corsola. Chandelure also struggles with Ghost-types such Choice Scarf Gengar, so Pokemon like Excadrill and Snorlax are great partners. In return, Chandelure can take care of Choice Band Galarian Darmanitan for them. Shadow Ball is great neutral damage, allow it to beat Fighting-types such as you lose this (Payback / EQ) Conkeludurr and able to super-effectfully hit Gardevoir and Galarian Corsola. Overheat beats most Steel-types such as Aegislash, Ferrothorn, Whimsicott and bulky Excadrill. Trick is great to have vs walls such as Corviknight and clapped by Scald t1 vs Mirror Coat 50/50 Milotic. Energy Ball allows Chandelure to be able to hit Water-types such as Gastrodon Milotic and OHKO Ground-types such as Choice Band Rhyperior. Infiltrator makes Chandelure able to go though Substitute and beat Whimsicott. Having a Timid nature, maximum Speed EVs and a Choice Scarf allows Chandelure to outpace non-Choice Scarf Durant and tie with Choice Scarf Togekiss and Gardevoir. 252/252+ is self explanatory

In return, Chandelure can take care of Choice Band Darmanitan and no Conkeludurr for them.
