Kyogre's strong rain-boosted STAB moves and decent Speed tier make it a good Choice Scarf user, and with this item it becomes a formidable revenge killer and late-game cleaner that is very hard to deal with when opposing Koraidon is chipped sufficiently, with barely anything being able to switch into it. Choice Scarf Kyogre also allows other Choice Scarf users such as Koraidon and Calyrex-S to run more offensive sets such as Swords Dance and Nasty Plot. Water Spout can pick up crucial OHKOs on many top threats such as Zacian-C, Ho-Oh, and non-Choice Scarf Calyrex-S while also OHKOing Arceus-Fairy after three layers of Spikes. Origin Pulse lets Kyogre retain its threatening offensive ability even when it's damaged and Water Spout's Base Power is diminished. Ice Beam is used to super effectively hit Dragon-type threats such as Koraidon, Eternatus, Giratina-O, and Miraidon. Koraidon is particularly important to hit because of Orichalcum Pulse wiping Drizzle away. Thunder is useful against opposing Kyogre, Arceus-Water, and Tera Water users like Arceus-Fairy. A Timid nature is necessary for Kyogre to outspeed Zacian-C and Calyrex-S. Tera Water allows Kyogre to overpower bulkier Pokemon that can otherwise survive multiple uses of Water Spout like Eternatus and Blissey, while also guaranteeing an OHKO on Zacian-C with Origin Pulse. Tera Ghost can be used as an alternative, making Kyogre immune to Koraidon's Low Kick and Arceus's Extreme Speed, letting it secure a revenge kill. Tera Flying grants Kyogre an immunity to Sticky Web and also allows it to avoid chip damage from Toxic Spikes and Spikes at the cost of becoming weak to Stealth Rock. Tera Flying is especially preferred when not paired with a Defog or Magic Bounce support partner.
Choice Scarf Kyogre fits mainly on bulky offense teams, which cherish its ability to revenge kill Koraidon, Zacian-C, and Calyrex-S, freeing their own Koraidon to run non-Choice Scarf sets. Arceus-Fairy is an extremely important partner for Kyogre, as it serves as a good check to Koraidon, which can revenge kill Choice Scarf Kyogre not locked into Ice Beam. Arceus-Fairy is also able to block Koraidon’s Dragon-type STAB moves and force it out as well as checking Arceus, which can threaten Kyogre with its powerful priority Extreme Speed. Arceus-Fairy also checks speed-boosting threats like Koraidon and Arceus-Ground, which can outspeed Choice Scarf Kyogre after a turn of setup. Since Kyogre is vulnerable to Sticky Web and other entry hazards, it's essential to fit Hatterene or Defog Giratina-O on the team if possible. Hatterene can prevent hazards from entering the field with Magic Bounce in order to increase Kyogre's longevity, completely wall most common Eternatus sets, and provide a safe switch in for Kyogre via Baton Pass, which can also pass Calm Mind boosts. In return, Kyogre can revenge kill a Zacian-C, which threatens both Arceus-Fairy and Hatterene. Landorus-T is able to check Koraidon because of Intimidate and chip it with Rocky Helmet while also being able to safely pivot Kyogre in via a slow U-turn. Arceus can also be used as a partner, as it provides a switch-in to Choice Scarf Calyrex-S. In return, Kyogre is able to constantly pressure walls like Arceus-Fairy and Ho-Oh. Ting-Lu is also a superb teammate, as it can check Choice Scarf Calyrex-S, provide a safe switch-in to Miraidon, and set up Spikes, which can assist Kyogre's wallbreaking ability.
