Choice Scarf Suicune

Before I start, I'd like to state this is my first time making a moveset. Don't be rude to me for doing it improper way, just say it in a nice manner, please.

Suicune

So, I've been toying around with new sets, and I thought abut using a Scarfed Suicune variant. I know most people will find this to be nothing more than the usual gimmick. But, seriously, what's more appealing than a bulky sweeper?

Move 1: Hydro Pump
Move 2: Surf
Move 3: Ice Beam
Move 4: Hidden Power Electric
Item: Choice Scarf
Nature: Timid
EVs: 66 Def / 252 SpA / 192 Spe
IVs: 23 Atk / 30 SpA

Why this set deserves to be on-site:
-Surprisingly useful and has that natural bulk we all love about SUicune. Having base 115Def/SpD with its base 100HP, what's not to love.
-It has that surprise factor we all love, and even after the surprise wears off, Suicune can still tear teams apart due to it betaing certain checks and counters.

Additional Comments on the set:
-With these Speed EVs, it's just fast enough to outspeed a +Spe nature Scarf Heatran while OHKOing it with your choice of super-effective STAB.
-It also beats ScarfTar by outspeeding it and living its fearsome Crunch and Stone Edge.
-It outspeeds +1Adamant Gyarados and OHKOs with HPElectric.

Teammates and counters:
-Some useful teammates you might use for Suicune are Gliscor and Grass-types that can absorb Electric and Grass attacks, namely Celebi and Roserade.
-Being Suicune, it's pretty obvious that it'll have trouble with special sponges like Blissey. This is where Gliscor, a stallbreaker, comes in. Gliscor Taunts Blissey into using Flamethrower or Seismic Toss. After this, Gliscor Toxics Blissey, or simply Earthquakes her till she dies. If you don't want t use Blissey, there's also pokes like Dragonite, Infernape, Lucario, Gyarados, etc. for you to use.

Counters and Checks:
-Counters: Blissey, Lanturn, Ludicolo, Vaporeon, Milotic.
-Checks: Jolteon, Gyarados, Celebi, Shaymin, Jirachi, Rotom-a, Zapdos.
 
Suicune is extremely bulky, yes, but its low special attack really hurts it. Therefore, I don't really see why I would use it over other bulky Scarfed pokemon like Scarftar or Scarftran.

Maybe some calcs to justify your point?
 
You say that this set has surprise value, but it really doesn't. All of the good switch-ins to Suicune have the ability to take boosted Surf / Ice Beam / HP Electric already. The fact that you can no longer set up at all and that you are stuck into one move really kill the viability of Suicune. Sure it's bulky, but without hitting hard enough to justify the Scarf, it's very underwhelming. I do not think this is good enough to get an on-site analysis.
 
I think we already went over the fact that choiced Suicune in and of itself is underwhelming when it was brought up in the Specs Suicune thread, and really, this is just more of the same. I think we also established that low SAtk (90-95) isn't enough to cement a Scarf set, even on a bulky Water-type (see Scarf Kingdra, also rejected). When it's not using a STAB attack, its power is incredibly underwhelming (operating off of 90 SAtk and a timid nature), and it's really quite easy to set up on with pretty much any modicum of bulk. It becomes yet another bulky Scarfed revenge killer, but unlike the others, it doesn't have INCREDIBLE coverage, it doesn't have Trick to mess up Blissey, and it doesn't even really have a great roster of resistances.

This gets a no from me.

Yea, going to have to agree with SDS here. Choiced Suicune just doesnt cut it really. Suicune isnt strong enough enough to effieciently run a Scarf set.

My colleagues summed it up pretty well. I'm rejecting the set with this post, and locking the thread afterwards. However, Adam Lambert, thanks for proposing this set and I hope this rejection doesn't prevent you from contributing again in the future.
