What is the bug?
In Gen 4 DPP OU, swift swim isn't working; it's not powering up water moves and not speeding up swift swimmers. I played two matches where it did nothing for kingdra (and yes I have swift swim on not sniper) but i unfortunately did not save the replays. Please fix this

I did some testing and determined that rain is boosting the power of water type moves in gen 4 and that swift swim is doubling the speed of ability holders in rain in gen 4. As a result I'm unable to reproduce the issue you are describing. It was likely that the opponent had a pokemon with Cloud Nine on the field suppressing the effects of rain, including swift swim.

If you are able to reproduce the issue, please open a new bug report with a replay.
