(Correction) About Terapagos

Considering practically every official tier (let alone Ubers) generally forbids Hackmons, wouldn't it make more logical sense to have base Terapagos be outright deemed unusable on the site's Dex Entry as opposed to giving it any tier, let alone Ubers? In the games themselves, Terapagos immediately transforms into its Terastal form under normal gameplay casual or competitive thanks to "Tera Shift", and not even anti-ability tactics like Lingering Aroma and Neutralizing Gas can stop it since "Tera Shift" wouldn't give either ability a chance to do anything about it. This pretty much makes base Terapagos the only outright unusable Pokémon, a distinction not even Cosmog has since at least Cosmog can still be used despite its moveset essentially just being Splash and Teleport (with Struggle only being achievable if all both players do in battle is waffle around).

While you are correct about the fact base forme Terapagos is effectively the same thing as Stellar forme, it also effectively doesn't make a difference because of the same logic. Since the forme you select in the teambuilder IS, in fact, the Tera Shift one and there's functionally no difference we have opted to have the base forme be the one that gets the set. This is also different from why Zacian and Zacian-C are different since one could very easily load non-Crowned.

Technically this is also not the correct place to discuss this as it's a Pokemon selectable in multiple formats and thus it would be a general dex query, but I hope you will find my reply adequate.
