Pending Create a Free For All rule for format building.

This has been suggested many times in the Help chat and I am also interested in it.
Free For All is currently a mode tied to a specific tier.
During a custom challenge one can select free for all, but has to adhere to the rules. Adding @@@standard natdex for example does not work if we want to create a Free For All with natdex rules, you have to manually ban or unban, and even then FFA usually overrides those rules.
If a FreeForAll mod was added one could use another tier as a base, like National Dex Ubers@@@freeforallmod, which would allow 4 players to play but under national dex ubers rules.

It used to work before but now it doesn't.
This tier has many supporters and would benefit many players.

Agreeing with this.

I have been trying to make oldgens ffa and ffa rands work. For the sake of implementation, would it be easier to make mod, team, and gameType editable by challenge commands, or for them to be made into rules under ruleset?

If anybody knows how the server parses custom challenge commands (on a technical level, not user-side like CUSTOM-RULES.md does) then please let me know!
