[OVERVIEW]
On paper, Cyndaquil's access to Eruption should make it a formidable sweeper; in practice, Cyndaquil's mediocre Special Attack and movepool leave it checked fairly easily. In addition, due to Cyndaquil's average Speed for an offensive Pokemon, it is forced to use a Choice Scarf set to be effective. Eruption allows Cyndaquil to make up for its relatively low Special Attack, but Cyndaquil's weakness to Stealth Rock and low bulk make it hard to keep Eruption's power up, and Eruption is Cyndaquil's only way to deal meaningful damage. Generally speaking, Ponyta and Larvesta are better options for offensive Fire-types, and even Houndour is a better choice as a Fire-type special attacker due to having much better Special Attack and a more useful movepool.

Cyndaquil attempts to use Choice Scarf and Eruption to outspeed and KO many offensive Pokemon in the tier. Unfortunately, Cyndaquil's predictability and shallow coverage options leave it easy for Pokemon like Ponyta, Onix, and Tirtouga to come in on a resisted move. In addition, after Cyndaquil comes in while Stealth Rock is on the field, Eruption is severely weakened, meaning Cyndaquil is easily checked by almost anything with moderate bulk. Ponyta outclasses Cyndaquil in every way other than the niche of Eruption, with higher stats as well as a much better movepool, giving Ponyta excellent strong coverage. Larvesta and Houndour are also potential Choice Scarf Pokemon that outclass Cyndaquil, with Larvesta having U-turn for momentum and Houndour offering both Fire- and Dark-type STAB attacks as well as being able to boost with Flash Fire.
