Kiloude City --> Pokecenter --> Purple Guy on the left:
1) He will state their potential (low, average, optimal, excellent)
2) He will state their best stat (Hp, Att, etc.)
3) If he states "he couldn't be beaten in any case" it's 31

Or, Battle Institute in Lumiose City (which levels your pokemon to 50) + IV Calculator
