[USAGE TIPS]

- Do not expect it to be able to tank any super effective attacks.
- Play based on the switches that Wingull causes.
- Try to avoid bringing Wingull in without rain.
- Be wary of other weather setters. Hurricane has the chance to miss on their switch, and Scald will not be able to get the KO on Vulpix when sun is up.
- Rest should be used after switching Wingull in or on turns against defensive Pokémon lacking super effective moves.
- Hydration can be used as a status absorber. Be sure to have rain up when doing this.
- Because of it's low usage, Wingull has sort of a surprise factor. Keep this in mind, but don't rely on it by any means.

- A rain setter is absolutely necessary. This set is completely outclassed without that. Rain Dance U-Turn Mienfoo is an unlikely choice but the best partner for this Pokémon. Omanyte, Riolu, and Z-Rain Dance Chinchou are other options for setting up rain.
- Mienfoo also appreciates Wingull's ability to deal with Timburr and bulky grass types. Mienfoo can in return break through steel types.
- Wingull needs a reliable electric check. Chinchou, Elekid, and Magnemite all outspeed and 1HKO Wingull. Chinchou is the best teammate for this because of Volt Absorb and Volt Switch.
- Hazard clearers and setters are also necessary. Drillbur, Onix, Kabuto, Dwebble, Omanyte, and Pawniard are all good options.
- Shell Smash users appreciate Wingull's ability to pressure out fighting types.
- Wingull appreciates the removal of Choice Scarf users, as they can pretty much all beat Wingull in a 1v1 scenario. An abundance of Knock Off is a good option to deal with this.
- Pokémon that can deal with steel types are good partners. Diglett, Magnemite, Mienfoo, and Ponyta can all do this; they all also like Wingull's pressure on fighting types.

[CHECKS AND COUNTERS]

- Scarfed Pokemon: Wingull is outsped and threatened by basically any scarfed Pokémon. Running Knock Off on Wingull isn't a strong enough answer to it. Pair Wingull with other Knock Off Pokémon to help.
- Bulky water types: Wingull has no way of breaking through bulky water types. Shellder, Chinchou, Mareanie, Omanyte, and Tirtouga can all take advantage of Wingull. The last two can set up Shell Smash against Wingull without much concern.
- Thunderbolt Staryu: Staryu outspeeds and 1HKOs Wingull's Rest set, and it speed ties with the Life Orb set. Wingull can deal with Ice Beam and Psychic variants, but it's prone to being forced out by the Thunderbolt set. Chinchou can help deal with this.
- Electric types: Wingull can't break through any of the tier's electric types, and they can all 1HKO Wingull in return. Elekid and scarfed Chinchou and Magnemite can all outspeed Wingull.
- Diglett: If Diglett switches in as a revenge killer, Wingull is killed by Rock Slide.
- Weather setters: Opposing weather setters can shut down Wingull with ease. Vulpix's drought renders Wingull useless. Alolan Vulpix is a serious threat with Freeze Dry.

Why would you ever bother setting rain for a defensive, slow Wingull? I can't possibly imagine a situation where I'd rather use Eviolite over Life Orb, Wingull's job as a rain abuser is fast Hurricane to kill Grass-types and U-turn, not to take hits. Besides, it's outclassed by Ducklett as a slow, bulky Water / Flying with Hydration and Hurricane.

You can't rely on Rain being up. Roost is a much better option than Rest, unless you can set your own rain.

The Life Orb set should be first, and if there's a second set, it should be [Hurricane / Scald], U-turn, [Roost / Rest], Rain Dance @ Damp Rock, with max speed and Timid. Even that should be OO tbh.

Also, Air Slash vs Hurricane outside of rain isn't clear cut, there's a massive drop in power from running Air Slash and Wingull isn't that strong to begin with.

Wooper and Voltorb are good rain setters.

Defog OO.

Drilbur can switch in on Electric and Rock attacks, set rocks, and spin.

Hydration on the offensive set might deserve a mention, as it allows Wingull to take Stun Spore / Spore from Grass-types that switch in on Omanyte and other rain sweepers.
