[Overview]
<p>Throughout the past four generations of Pokemon, Ditto has been mocked for its horrible offensive capabilities. In the GSC generation, Ditto finally found a purpose through its ability to breed with any and every Pokemon. Since then Ditto has been known as a renown lover, yet still mocked for its inability to battle effectively. This generation has graced Ditto with the chance it had been yearning for since RBY, the ability of Imposter. Through its new ability, Ditto no longer has to waste a turn in order to transform into its foe. While this seems somewhat basic in thought, in actuality it gives Ditto the potential to be the best revenge killer in the game. Ditto can easily switch into any number of Pokemon and copy the opposing Pokemons moves, ability, stats (aside from HP), and any stat boosts that the opposing Pokemon has gathered up until that point.</p>

  • This is really the best set that Ditto can do.

~ 248 HP EVs equal 299 HP, allowing more hazard-switch-ins
~ 252+ Spe EVs in case of the (unlikely) event of Ditto vs Ditto... besides, what else would you use the EVs for?
~ 30 Atk / 30 Def IVs for Hidden Power Ice
 
One thing that is cool is a Ditto with an alternate item (Expert Belt, Life Orb, Lefties, Lum, what have you) and a Wobbuffet. If you can encore a set up move, you can stay in a turn, then go to Ditto. Just one of the cool things I've used in the past. Maybe just a mention somewhere.

I use Relaxed for the rare case of Ditto on Ditto. You want to be slower so that they will use struggle first and lose 25% of their health.
 
No. Transform doesn't work on Pokemon who are Transformed themselves, which I assume is what you are asking about.

If I remember correctly, a Ditto can transform into another Ditto endlessly, but the other can't transform into the copy. For example:

Ditto A (Speedy) vs Ditto B (Bulky)

Turn 1:
Ditto A used Transform ! Ditto A transformed into Ditto B !
Ditto B used Transform ! But it failed !

Turn 2:
Ditto A used Transform ! Ditto A transformed into Ditto B !
Ditto B used Transform ! But it failed !

... (when using Transform, the PPs become 5, so Ditto A has basically endless PPs in this match up)

Turn 99999:
Ditto A used Transform ! Ditto A transformed into Ditto B !
Ditto B has no other moves ! Ditto B used Struggle !

It was like this in Gen 4 and I do not know if it remained like this in Gen 5. I just don't know where to confirm it...

This leads me to think that Doom Chaos's EVs and IVs are better.
