Well, now that Garchomp is banned, and Lucario is getting Ice Punch added to it's arsenal, Gliscor needs a revamp. Here is two Gliscor sets that I feel need to be mentioned.
First up, we've got my Swords Dance Gliscor set that I made a while back. However, since Chompy is gone, all the remaining dragons are weak to Stone Edge, so I'm using that as the main option. Also, less Celebi are using HP Ice nowadays, so hitting it for SE isn't a huge deal.
[SET]
name: Speedy Tank
move 1: Swords Dance
move 2: Roost
move 3: Earthquake
move 4: Stone Edge / Baton Pass
item: Leftovers
ability: Hyper Cutter
nature: Impish
evs: 180 HP / 56 Atk / 56 Def / 218 Spe

Now that many Lucario are packing Ice Attacks to get past Gliscor, it's time he got his act together and came up with a solution. This Gliscor runs enough speed to outrun Adamant Lucario and get a clean OHKO with Earthquake. It also gets a guaranteed 2HKO on 252 HP Tyranitar. However, with the improved Attack and Speed stats, it would be a travesty to waste them, so Swords Dance has been added. With immunity to most forms of passive damage, good defenses, and Roost, this Gliscor can spell doom for slower teams.

It is interesting to note that Gyarados can no longer come in and threaten this Gliscor, as Swords Danced Stone Edge OHKOs BulkyGyarados and DD Gyarados, though the former requires Stealth Rock to do so. Salamence and Dragonite meet a similar fate when hit with a Stone Edge. However, if the accuracy is a turn-off, Rock Slide can be used, but it's significantly weaker.
Baton Pass also deserves a mention, as you'll have plenty of opportunities to pass an attack boost to another pokemon, such as Tyranitar, Gyarados or Metagross.

[SET]
name: Scout
move 1: U-Turn
move 2: Roost
move 3: Stealth Rock / Taunt
move 4: Earthquake
item: Leftovers
ability: Sand Veil
nature: Impish
evs: 180 HP / 56 Atk / 56 Def / 218 Spe

With U-Turn and good speed and defense, Gliscor can be a good pokemon to check out the opponent's team. U-Turn is an invaluable move on any pokemon, it allows you to see your opponent's answer to Gliscor and respond to it with a counter of your own. This gives you free turns of set up. Coupled with a powerful Pursuit user, this can cause major problems for your opponent. It is important to remember that a whole multitude of offensive pokemon appreciate this free turn of set-up, so U-Turn whenever you feel it will put your team in an advantageous position.

This Gliscor is also a good way to test if the opponent's Tyranitar has Ice Beam or not. It also helps beat Tyraniboah. You can come in on the Substitute turn and U-Turn in a pokemon on the incoming special attack. Without a substitute up, Tyranitar will be easier to handle.

The EV spread is identical to the first, as any less attack and Tyranitar's substitutes won't die from one U-Turn. Any less speed, and Lucario will outrun you.
