Gengar @ Black Sludge
Ability: Levitate
EVs: 80 HP / 176 SpA / 252 Spe
Timid Nature

- Will-O-Wisp
- Shadow Ball
- Focus Blast

Gengar's terrible defensive stats are compensated by its good defensive typing and useful ability, which give it immunity to key moves like Rapid Spin, Close Combat, and Earthquake. Will-O-Wisp lets it spread burns and allows it to get past Pokemon like specially defensive Jirachi and Skarmory, defensive Bronzong and Zapdos, and turn the tide against physical attackers like offensive Swampert, Swords Dance Scizor, and Trick Room Bronzong. Knock Off permanently cripples foes by removing their items, which is especially helpful against Clefable and other defensive Pokemon. Shadow Ball and Focus Blast provide perfect coverage and let it offensively threaten anything with at least neutral damage. Because of its ability to remove Leftovers and apply burns, capitalizing on residual damage is the best way to use this set. Sandstorm, entry hazards, and Protect or Substitute users pair well with Knock Off. Jirachi is a notable partner, as it becomes a nightmare to deal with once foes like Heatran, Clefable, and Zapdos lose their Leftovers, thanks to its ability to flinch them down with Iron Head. Gengar's Ghost typing can also prevent Starmie from using Rapid Spin, so entry hazard setters like Skarmory and Roserade are perfect partners.

Although Gengar has weak defensive stats, it's able to function as a solid utility Pokemon and stallbreaker. Its horrific base defensive stats are somehow offset by a strong defensive typing combined with an ability that grants key immunities allowing it to nullify common moves such as Earthquake, Rapid Spin, or Close Combat. Will-O-Wisp allows Gengar to spread burns around the opposing team and lets it get past through defensive pillars such as Spedef Jirachi, SpeDef Skarmory, Tank Bronzong or Zapdos as well as turning the tide of the matchup against physical attackers like Offensive Swampert, Swords Dance and Choice Band Scizor, Trick Room Bronzong, or even Metagross. The uniqueness of this set remains in Knock Off which allows it to permanently cripple Clefable as well as doubling down on crippling other defensive foes in order to completely put them out of state of causing trouble. Gengar is one of the few Pokémon in DPP OU that can reliably run Knock Off, letting it remove items from its opponents, like Leftovers from Clefable, Heatran and Jirachi. Will-O-Wisp gives Gengar a way to spread status and cripple physical attackers, such as Scizor, Jirachi, and Tyranitar. Shadow Ball is Gengar's main STAB move, hitting metagame staples like Latias, Starmie, Rotom-A, and opposing Gengar for super effective damage. Focus Blast is used to hit Pokémon either immune or resistant to Shadow Ball, like Blissey and Tyranitar. (Not wrong but actually rewording this because it doesn not highlight the main purpose of it which is having perfect neutral coverage) Concerning offensive moves, Shadow Ball in tandem with Focus Blast provides Gengar perfect coverage and enables it to offensively threaten anything with at least neutral damage. Gengar is deathly afraid of Pursuit trappers, mainly Tyranitar and Scizor. (Not really, that's the whole purpose of running such a set. Also; Ttar better be scared of it if it is not cayring a Choice Scarf)Because of this, teammates like Swampert and Heatran are great fits, able to come in on their attacks for Gengar. Aside from removing their item, Gengar is useless against Clefable and Blissey, as they're able to heal off Focus Blast's damage and paralyze it with Thunder Wave back, so strong Fighting-types such as Infernape and Lucario are good options for teammates as well. Because of its ability to remove Leftovers and apply burns, capitalizing on residual damage is the most proactive way to make use of this set. Thereby, having Sandstorm, Entry Hazards stackers, Protect users or Substitute users are such efficient ways to abuse Knock Off. One of the most notable partners to consider is Jirachi as it might become delightfully chaotic once foes like Heatran, Clefable or Zapdos lost their Leftovers thanks to Iron head being able to flinch pretty much everything down. Moreover, combined with the use of Substitute or Protect with sandstorm and Entry Hazards, this pokemon, in particular, can become really troublesome. Gengar's Ghost typing is also useful for keeping hazards up, preventing Starmie from using Rapid Spin, so Skarmory, able to set Spikes and Stealth Rock, also works it makes even more sense to pair with Entry Hazards setter such as Roserade or Skarmory as a partner.
Let me know if you have any questions regarding my QC. Feel free to reword it to your liking as long you as you keep the important stuff. I'll give my approval once you implemented it.

Edit: QC 1/1, we talked in pm just waiting for the implementation and its good

Gengar's terrible defensive stats are compensanted compensated by its good defensive typing and useful ability, which give it immunity to key moves like Rapid Spin, Earthquake, and Close Combat,(AC) and Earthquake. Will-O-Wisp lets it spread burns in the opposing team and allows it to get past through Pokemon like SpDef specially defensive Jirachi and Skarmory, defensive Bronzong,(AC) and Zapdos, and turn the tide against physical attackers like offensive Swampert, Swords Dance Scizor,(AC) and Trick Room Bronzong. Knock Off makes the set unique,(RC) permanently crippling opposing teams cripples its foes by removing their items, which is especially helpful against Clefable and other defensive Pokemon. Shadow Ball and Focus Blast provide Gengar perfect coverage and let it offensively threaten anything with at least neutral damage. Because of its ability to remove Leftovers and apply burns, capitalizing on residual damage is the best way to use this set. Sandstorm, Entry Hazards entry hazards, and Protect or Substitute users pair well with Knock Off. Jirachi is a notable partner, as it becomes a nightmare to deal with once foes like Heatran, Clefable,(AC) and Zapdos lose their Leftovers,(RC) as Iron Head is able thanks to its ability to flinch them down until they're KOed with Iron Head. Gengar's Ghost typing is also useful to can also prevent Starmie from using Rapid Spin, so entry hazard setters like Skarmory and Roserade are perfect partners.
