Even with abysmal base stats and rather narrow options for moves, Dugtrio is an effective trapper and revenge killer due to a combination of Arena Trap and access to STAB Earthquake that many popular Pokemon in the tier are vulnerable to. With Choice Scarf, Dugtrio can outspeed and revenge kill common threatening Pokemon like Zacian-C and unboosted Eternatus, preventing them from causing excessive damage to the team. Dugtrio's utility coming from trapping and other moves commonly benefits offensive builds that appreciate the removal of Zacian-C and Cinderace and ease setup conditions for potential Substitute users like Zacian-C and Gyarados. An Adamant nature is typically preferred for the highest damage output, though a Jolly nature is a possible option to outspeed Adamant Sand Rush Excadrill under sand.

Though Memento and Stealth Rock alleviate the problem to an extent, Choice Scarf Dugtrio has little use against defensive teams due to the prevalence of bulky cores and entry hazard removal, so Swords Dance Zacian-C, Choice Band Zamazenta, and offensive Eternatus sets are appropriate considerations to ease the matchup.

Adamant Scarf Dugtrio is still faster than max Zacian-C, and Jolly Sand Rush Excadrill is still faster than Jolly Dugtrio. Basically if your opponent doesn't use drill, or uses Jolly drill, you ended up running a weaker Dugtrio for no reason. Even if most drills are going Adamant, I'm skeptical how Jolly Dugtrio is definitive to the point of not even slashing Adamant.
