Why Motor Drive > Vital Spirit? You've just listed what the two abilities do and then said one is better. Why exactly is it better? You haven't given any reasons. You've only said it's "better".
Jubilee said:
Electivire gets the ability Vital Spirit from the Dream World. This grants him an immunity to the foe's sleep-inducing moves. However, Motor Drive is better since it grants him an Electric-type immunity and a Speed boost when hit with an Electric-type attack.

Scyther receives the ability Steadfast from the Dream World. Despite being a decent ability, Technician is what makes Scyther shine—without it, Scyther would not be very threatening, as its Technician boosted moves are more powerful than the rest of its movepool. It is best to skip out on a Steadfast Scyther (unless you really want the Dream Points).

That's what Motor Drive does and not a reason. Example of what I think is adequate:
This...isn't really true at all. 123 Atk / 95 SpA is great, even in OU. It's the low Base Power of his moves that makes him inferior.
Electivire has always been shunned in OU because of his below average attacking stats compared to other Pokemon in the OU tier.
you need to separate is and capable in the overview

I feel that you're missing some of the potential of vital spirit. while I realize that it's not the most fantastic of abilities, it's not as bad as you make it out to be (yeah it's still not all that great).
for one, even though rose can outspeed at times, you make it out as if the most common roserade in the tier is max speed, which is false, from my experiences. if it's not max timid, it's likely not running anything that outspeeds vire.
people use tangrowth?
venomoth is arguably a greater threat and is also nicely damaged by wild charge.
