Electrode question

i bred this voltorb, and i was wondering what IVs i would use:

x/28/x/31/x/22

hidden power sucks, so that's no option,
i want it with a focus sash and moves: mirror coat + explosion + t-bolt + ???
how many atk ev's should i give to get good explosion damage? and sp atk? i want it to be faster as 31 speed jolly aerodactyl.

i hope someone can help me.
