Electronics and Water, Does that Work?

i like the goal of the team, luring in stuff for subchamp and using some surprise sets but i have a few suggestions -

First, i would suggest scarf heatran over rotom-h - you have no reliable pokemon to take fire blasts from heatran or infernape and this team is obviously very offensive. heatran can switch into most of the attacks from these threats and then ko with earth power, only having to watch out for opposing ones. starmie can revenge yes, but you are going to have a very hard time switching in with no defensive investment as well as no recovery (and they will just switch out). starmie is very good at luring in scarf pursuits for machamp to set up anyway, rotom doesn't need to do that, and rotom isn't really helping you vs anything that heatran wouldn't beat anyway (scizor, jirachi, etc).

on salamence, i think you need to ditch dragon claw for roost or outrage - there isn't much you are really going to dragon claw and unfortunately, claw doesn't have the power to threaten a lot of stuff. with roost, you gain survivability over a long period of time, allowing you to be a constant threat (especially with no rapid spin), but with outrage, you get a much more reliable attack, being able to 2hko blisseys and damage any switch-in much harder.

Dragon Claw is just there to kill things at really low HP when I don't want to risk Draco Meteor or Fire Blast missing and Mence really doesn't have that much time to Roost. I like that Heatran idea except it opens a large weakness to Ground-type attacks. The team really isn't meant to set up Machamp, but it leaps at the chance.

roost is definitely a solid choice for Salamence maybe over dragon claw? With Salamence being the sort of glue to the team since it can hit hard from physical and special it needs to stay alive for a long time to be effective. Stealth rock+ life orb + possible sandstorm = 41 % damage on a most likely resisted attack if they predict correctly.
 
Thank you for the rates so far, they've been helpful and I'm taking them under consideration. My main problem with this team is that it has no defensive core so if you guys could help me think of a few pokes that would be cool.
 
i think starmie and rotom are repetitive in there work. Jolteon is a huge threat to this team so i think tyranitar may be a good fill in. Or blissey over rotom or starmie is acceptable.

This looks like a surprise team, probably aiming to crush the opposing lineup with strong hitters. My favorite part of the team is the fun it has with stall and still being able to take care of offense. I have some changes that will hopefully improve its potential.

I want to start off with the main change, which includes giving Rotom a Choice Scarf and Starmie a Life Orb. I noticed your primary fire resist was choiced, which isn't safe when trying to check Heatran and Infernape. You do lose a Salamence check, but there isn't much he can setup on. Although, you add a valuable SD Lucario and Agility Empoleon check, while keeping your DD Gyarados check. The Rotom set should look like this now, Rotom@ Choice Scarf | Timid Nature | 4 HP / 252 SpA / 252 Spe | Thunderbolt / Shadow Ball / Trick / Will-O-Wisp OR Overheat. The point of using Will-O-Wisp in this case is to mainly catch the grounds and pursuiters that might give Jirachi and Starmie problems. If you feel comfortable with Overheat then choose it over Will-O-Wisp. For Starmie, use the following set: Starmie@ Life Orb | Timid Nature | 4 HP / 252 SpA / 252 Spe | Surf / Ice Beam / Thunderbolt / Recover OR Rapid Spin. Not only does it provide a better check to those fires, but it also provides a strong hitter that can act as a key revenge killer for your team.

Now for the nitpicks, on Salamence I suggest using the following moves: Draco Meteor / Roost / Brick Break / Fire Blast. Roost is not to difficult to use as you believe and provides mence with longetivity to sweep much longer. Brick Break will 2HKO Blissey most of the time, which is key to have gone for your special sweepers. Metagross could use a Lum Berry to take Roserade, which could give Machamp and Starmie problems with Toxic Spikes. But, it's more of a personal decision I guess.
