No, I believe you need a pokemon from b/w2 who has been move tutored stealth rocks to breed with swinub for it.

Edit: If it is possible, would love to know though so I can breed it on to it

Naw, theres a few pokes that learn it by level who can breed with swinub, I've seen others who have it.
