[Error] Can't Lauch Shoddy battle

I know that there already are many threads about it but i'm desperate;in trouble with Shoddy Battle.
I download it but when i try to lauch the installer,there is the following error message :

Probably wrong, but whatever. Chances are (lol) it can't download, so you have to fix that.

Is wherever you running Shoddy have a filter? Or you have a firewall?
