Honestly why is scarf even listed here? I fail to see any viable use out of it. Unlike Landorus-T it cannot grab momentum with U-Turn or has more useful options like Knock Off and Superpower, and all of the moves listed on the set bring Excadrill in to very unfavorable situations since being locked into any of those moves is easily exploited by your opponent. If you are using it as cleaner then sand rush is waaaaaaaaay better. A fast emergency spin can be nice, but honestly it's just not worth it.
Sand Rush sets lack a way of getting past Rotom-W, and Excadrill actually makes a surprisingly effective cleaner thanks to it's decent coverage.

Besides I am right. For example he is really good against Pokemon that he can kill. But he is often not so good against Pokemon who wall him.
Exactly. The same is true for literally every Pokemon. I was using those three as examples, cause the first two are some of the best in OU, and Mewtwo is one of the best Pokemon ever created. My point is, your statement that "it's good in some situations and bad in others" is incredibly obvious and completely irrelevant. Now, if you were to give some evidence, i.e. specific scenarios where this is the case, then I would have nothing to say concerning your post. However, as is, it added nothing to the discussion.

Now, so my post isn't entirely unrelated to the discussion at hand, I really like excadrills SR set for its ability to lay and remove hazards, without removing the hazards you have laid on the opponents side. Certain mons, like Empoleon, can control hazards, both laying and removing them, however most use defog to achieve this. Rapid spin helps to preserve momentum a lot, by not forcing you to relay any hazards you've taken the time to lay. Also, exca forces lots of switches, which helps to create opurtunities to spin or to lay rocks down. This makes it an easy fit to a lot of offensive or balance teams weak to TF and/or hazards or that just don't have the power to land the ohko's.
 
Is Assault Vest Excadrill still used? They were more popular during the XY era, but they're dropped usage nowadays and have disappeared from the official analysis.

Specially defensive Excadrill is still a thing, and pretty underrated in my opinion, but they don't run Assault Vest anymore. The reasoning is basically that Mold Breaker Toxic is so useful for breaking Mega Sableye, and with an Assault Vest, you cannot use Toxic. Sure, you do lose out on some special bulk, but you're still able to be a pretty reliable switch in to things like Clefable, with the added bonus of checking Sableye.
