Check if this is a bug. "Expanding force" is a whole attack, but it only attacks one opponent. Thank you for your confirmation.

Invalid Expanding force

Do you have a replay of this happening not as intended? Expanding force only hits both opponents if the user is currently affected by psychic terrain. If you do, then bring the bug to https://www.smogon.com/forums/threads/bug-reports-v4-read-original-post-before-posting.3663703/, as this is not the place to report bugs.
