The Dover Boys of Pimento University is a short that not only changed Warner Bros.' game going forward, but innovated the "smear" technique used to illustrate quick movement. It's commonly used in budget productions like this; I'd imagine Warners didn't have much faith in a Rover Boys parody when cutesy Disney animation was so big. Were the Rover Boys even that much of a thing when the short released? The creative team had a penchant for obscure references.

The character in question is Larry, the youngest of the three jerks brothers. What you're not seeing is his tricycle, nor his brothers' even more ridiculous metal mounts. Perhaps it's best left unspoiled.

This short may have invented dabbing.
