Really? I feel Dragonite Arceus is more broken. Baxcalibur Kyurem-Black needs time to set up and cannot hit Steel at all without Terastalizing, while Dragonite Arceus needs no set up and can use Earthquake for coverage. In addition, Baxcalibur Kyurem-Black can lose to Dragonite Arceus itself without using Tera Ghost after getting defense dropped from Scale Shot.

Dragonite Arceus is also one of the few Pokemon that can counter Klawf Groudon.

Dragonite is one of the best mons because of espeed but I think it's as broken simply because it doesn't have swords dance/nasty plot to reach ohko potential. Bax-kyub can get away with it because kyub has base 170 attack (still 145 on bax) and loaded dice stabs are base 100-120 power each so even at +1 you can ohko stuff. Meanwhile +1 dragonite dclaw, eq and espeed does nowhere near the damage of +1 bax/kyub.

As you can see here bax does like 65% more damage.

Another thing is bax is really bulky compared to other setup mons so it's way easier to setup, not to mention one of your setup moves (scale shot) also does a ton of damage at the same time.

Yes, at +1 Baxcalibur can do more damage than +1 than Dragonite, but because Dragonite Arceus can afford to run 252 HP since it has Extreme Speed coupled with Multiscale, a great defensive ability, it can easily threaten +2 if you cannot remove it quickly. Furthermore, Baxcalibur cannot run Tera Ice or Tera Dragon, unlike Dragonite, since Baxcalibur needs Tera Ground Tera Blast to reliably beat Steel Pokemon. Dragonite, meanwhile, can run Tera Normal to boost Extreme Speed.

Terastalization impacts Dragonite much more positively than Baxcalibur because Baxcalibur losing its weaknesses to Dragon, Fairy, Fighting, Rock, and Steel is hindered by Scale Shot weakening its defense, which is problematic because the best Pokemon in this format are mostly physical. Meanwhile, Dragonite dropping a 4x weakness to Ice and weaknesses to Dragon, Fairy, and Rock extends its longevity even further, and gaining STAB/Adaptability (if Arceus) on Extreme Speed that is only resisted by Rock and Steel, both of which are countered by Earthquake, is much more valuable than gaining STAB on an 80 BP Tera Ground Tera Blast that only exists to hit Steel super effectively.
 
pelliper drizzle is second ability but won't change into Kilowattrel's second ability volt absorb, it change into wind power, why?

It's just a visual bug, when I used Clefable transforming into Smeargle it said it had inner focus, but at the end of the turn moody activated

I think both are top tier Pokemon, but I've personally had a lot more trouble with Bax. It immediately has a lot more offensive pressure than Dnite, which really wants Tera + DD to start doing damage with its non-stab attacks, and it's much harder to stop from snowballing by traditional means since it's immune to burn and once it becomes KyuB it completely ignores Unaware. It doesn't have to worry about Sash/Sturdy/Multiscale either since it relies on multi-hit attacks.
Obviously they both have their own roles, Dnite provides utility as a revenge killer which Bax can't, but personally I think Bax is a little better overall. Now that Calyrex-S is gone ESpeed is only going to get better though, so I'm prepared to eat those words lol
