The real question is why is there 69 in each line at least once, and the first group is lined up in a straight/small zig zag pattern vertically.
 
It's becasue the lines are a multitude of repeating patters. Except the line with the lone 9, which is out o pattern. It should be an 8 if it were in pattern.
