Gen V Water/Electric Gym Team

I got appointed to Gym Leader on another forum and I can only use Water and/or Electric Type Pokemon.

The Rules:
~All Clauses
~No Legendaries or Ubers whatsoever.
~If I have a Pokemon of both types (i.e. a Lanturn), I can have another Pokemon of my choice that fits into the rules.

So here's what I came up with.

Lead- Jolteon
Nature: Timid (-Atk, +Spd)
Ability: Volt Absorb
Item: Damp Rock
EVs: 252 Sp. Atk / 252 Spd / 4 HP
~Rain Dance
~Thunder
~Hidden Power [Grass]
~Volt Switch

With DrizzleToed and Swift Swim being banned on my forum, I had to use Jolteon with it's amazing Speed to get up Rain Dance on the first turn (unless I'm up against a max Speed Crobat). Anyway, Rain Dance makes Thunder's accuracy 100%. HP Grass hits Ground-types. Volt Switch gets heavy damage and a free switch in.

Burns are always nice. Unless I get burned . Thunderbolt for other STAB. Ice Beam for coverage. Heal Bell for support. I personally pick this over Rotom-W because of Heal Bell. It can very much turn the tide of a battle and can be a huge pain for ToxicStalling teams. Also, in case you haven't noticed, I sort of need help with the item to give it.

Spinner/Stealth Rocker- Kabutops
Nature: Impish (-Sp. Atk, +Def)
Ability: Swift Swim
Item: Shell Bell
EVs:252 HP / 68 Atk / 184 Def
~Stealth Rock
~Rapid Spin
~Waterfall
~Rock Slide

Stealth Rock is almost pretty much essential in every team. Rapid Spin gets rid of any hazards. Waterfall and Rock Slide are both for STAB with the bonus of both being able to flinch your opponents. Yes, it's incredibly weak to Grass, but its only real purpose is to either set up Stealth Rock and Rapid Spin hazards away.

Physical Attacker (Electric)- Electivire
Nature: Jolly (-Sp. Atk, +Spd)
Ability: Motor Drive
Item: Expert Belt
EVs: 252 Atk / 252 Spd / 4 HP
~Wild Charge
~Ice Punch
~Fire Punch
~Earthquake

I love this Pokemon. With this set, almost every type gets super-effective damage from Electivire. Wild Charge for STAB, Fire and Ice Punch for coverage, and Earthquake for even more coverage. If I bring this thing in on an Electric attack, it could wreak havoc on an entire team. I would have to watch out for the Wild Charge recoil damage though...

Nature: Adamant (-Sp. Atk, +Atk)
Ability: Swift Swim
Item: Lum Berry
EVs: 4 HP / 252 Atk / 252 Spe
~Rain Dance
~Dragon Dance
~Waterfall
~Outrage

I call this set the Dancing Kingdra. Rain Dance to activate Swift Swim and Dragon Dance to raise its Attack and Speed +1. Waterfall and Outrage as powerful STABs and a Lum Berry to get rid of any status problems, mainly the confusion Outrage causes.

Cleaner- Volcarona @ Life Orb
Nature: Timid (-Atk, +Spd)
Ability: Flame Body
EVs: 252 SpA / 4 SpD / 252 Spe
~Hurricane
~Quiver Dance
~Bug Buzz
~Fiery Dance

Hurricane gets 100% accuracy in the rain, making it able to take out Grass types without the watered down Fiery Dance. Quiver Dance is the ideal stat boosting move for Volcarona, raising its Special stats and Speed. Bug Buzz is a powerful STAB that could get rid of speedy Psychic-types. Lastly, Fiery Dance for that huge hit on Ferrothorn and the 50% Sp. Atk boost.
Well here it is. Leave suggestions on what I should change.

Funny team, don't have time for a complete comment, but what comes in mind quickly :
You have 4 (or 5 with Toxicroak) weaknesses to Ground types, and no resistance. Maybe Zapdos (Thunder, Heat Wave, HP ice, Roost ? Or a more bulky set with toxik ?) could fit in your team ?
 
Your team is extrememly ground weak.

Why not use Ludicolo? Gives you a ground resist, and he's a perfect rain dance sweeper.I recommend both Ludicolo and Zapdos. Who you want to swap for, is your choice.
 
Okay I would add Gyarados (Water/Flying) to team, of course you can use it with Ludicolo or Zapdos but I dont think you need thoses because if you use Rotom-W (it has Levitate Ability which is good especially in this team) over Lanturn; You dont need Lanturn because your team is much more offensive than defensively. Anyway Zapdos is legendary (Not Uber) so you wont actually use it.

Toxicroak without Raintoad isnt really good idea; it really needs it. So because you have Elec/Water (Rotom-W?) you could put Conkeldurr or Scarfed Latios to this team. Conkeldurr would deal more physical damage and beginning somewhat bulky (Bulk Up, Drain Punch). Latios would be best with scarf, giving it to amazing speed combined to its nice type, move pool and SpA.
 
I had to look this up prior to recommending it, but Rotom is not a legendary pokemon, and would therefore be the perfect substitution over Lanturn. From Bulbapedia:

"When Rotom is encountered, the music is the same as legendary encounters, although it is not classified as one. Rotom is, to date, the only non-legendary Pokémon to do this."

In its Wash form, Rotom has the same typing as Lanturn, allowing you to use your "wild card" and picking up a Ground immunity. The only thing you lose is the Electric immunity, but with both Jolteon and Electivire on the team you should have very few problems switching into Electric attacks. In addition, Rotom is a great rain setter with the following set:

Rotom-W @ Damp Rock
112 HP / 252 SpA / 144 Spe
Modest / Levitate
-Rain Dance
-Hydro Pump
-Thunder
-Pain Split

This set allows Rotom to deal big time damage with boosted Hydro Pumps and powerful Thunders after setting up an increased duration Rain Dance. Pain Split somewhat makes up for the lack of recovery, but you might look into Leftovers as an item and potentially Volt Switch over Pain Split. While leading to a shorter amount of Rain with the loss of Damp Rock, you have some recovery and can Volt Switch out into a sweeper.

As this looks primary like a Rain Based team, I would use Cross Chop over Fire Punch on Electivire. You still smack Ferrothorn, your biggest threat, but have more use against other threats as Cross Chop isnt weakened by Rain.

As your sixth I think Volcarona is the way to go. Rain Volcarona is a great pokemon, and stops quite a few hard rain counters like Breloom and Ferrothorn. You also have good spin support. Usually the set is QD / Hurricane / Bug Buzz / HP Water, but the hit on Ferrothorn is too good to pass up when your team does as well against Heatran as it already does, so I'd stick with Fire Blast. I'd also go with Leftovers just because Volcarona is so important resistance wise for your team.

I don't think you read the rules as it clearly states NO LEGENDARIES. Anyway, the only Pokemon I'm willing to give up for Ludicolo is Jolteon. But with RD Ludicolo, that could work out. Thanks!

Again, NO LEGENDARIES. Anyway, yeah Gyarados over Kingdra probably. Also, I picked Lanturn for one reason: Heal Bell. It could really turn the tide of a battle without that annoying Toxic damage or paralysis. But really, Rotom-W comes in at a very close second (like a 0.1 difference). But anyway, thanks!

I put this Rotom into heavy consideration, but I would rather go with Lanturn for Heal Bell. I think I'll also go with Fiery Dance over Fire Blast. Not only does it have 100% accuracy, but the Sp. Atk boost is very important for a Pokemon like Volcarona, especially if it's not Modest. Anyway, thanks!
