There's not much you're actually hitting with Icy Wind that Shadow Ball or Thunderbolt don't already strike for nearly as much or flat out more damage. Tangela takes plenty from Shadow Ball, Roselia shrugs off Icy Wind anyway, and Braviary or Swellow gets fried by Thunderbolt. The speed drop isn't useful when you consider Missy's speed tier, which lets it outrun Gardevoir, Braviary, Skuntank and anything slower. Icy Wind can let you get away with a bulkier spread as opposed to a speedier one, but the loss in damage is too much to be worth considering. Oh, and SE Icy Wind is weaker than STAB Shadow Ball.
