Can we say insta UU?

Physical Moves of note
Earthquake
Focus Punch
Iron Tail
Brick Break
Stone Edge
Rock Slide
Waterfall
Ice Punch (from emerald)
Double Kick (lol)

this is just ok really...

Special Moves of note
Mud Shot
Mud Bomb
Muddy Water
Ice Beam
Blizzard
Sludge Bomb
Focus Blast
Surf
Acientpower

nothing that special with 65 base

Supports
Curse
Rest
Haze
Yawn
Amnesia
Rain Dance
Toxic
Safeguard
Encore

Interesting...

Quagsire is still UU, and that is to be expected with Swampert around. Quaggy has great typing, decent HP, and average of other stats. Curse, Yawn and Encore are all very cool support moves on him, and he has water absorb, which should be a reason anyone would use him in standard play. Damp is ok if you think they're gonna blow up (such as Azelf Explosion, but you could switch to a resist or a ghost).

Quagsire @ Leftovers
- Rest/Ice Punch
- Curse
- Waterfall
- EQ

Quaggy is rather durable, and physical Waterfall is a new, great addition to him. Curse up and slow-sweep. Ice Punch can be used instead of Rest, but Rest makes him durable. However, IP can cover more in standard against Garchomp. Someone may wanna check if he can survive Garchomps attacks.

Quagsire @ Choice Band
- EQ
- Stone Edge
- Waterfall
- Ice Punch

Not bad. Its neat that he got Stone Edge, as it fills up his slots now. 95 HP is pretty hot on him, but 85 base attack is just kinda low for this to be truly effective. Not to mention 35 base speed.

Quagsire @ Leftovers
- Yawn
- Focus Punch
- Waterfall
- EQ/Sub (filler)

Yawn for phaze, Focus Punch if you think they're gonna switch to avoid sleep. Waterfall to hit ghosts. The last move is up to you.

Ok, Quagsire looks a tad better this generation, but with more UUs around, he may be a bit worse. We'll see. Discuss now.

Quagsire is still the same old thing. What makes it interesting is that it may have competition in the form of Gastrodon. Gastrodon is a bit worse stat-wise, but movepool-wise, Quagsire only has Ice Punch to compare to Gastrodon's Recover and Mirror Coat abilities. Quagsire also has the superior ability, certainly.

The question is - can Gastrodon bring the lastability necessary to abuse Recover? If not, Quagsire's Water Absorb ability could make the difference. Or maybe both will be usable in different niches - Gastrodon's special defensive capabilities are higher and might make for better use of Recover.

everything and their mother learns a spangly new grass attack, and grass still resists both its stabs. quaggy is going to find dp harder going than RS, and still cries when it thinks about just how foxy it was back in ggsc

Quagsire's pretty much a 2v2 option at this point. Not that there's anything wrong with that. It'll probably show up on quite a few 2v2 Rain Dance teams now that Surf hits your ally. Whenever its partner uses Surf, it hits both foes with a 106-power Water attack (accounting for lowered 2v2 damage and Rain Dance) and heals a quarter of Quagsire's HP.

Ideally, Quagsire will be paired up with a Flying or Levitating partner that can use Surf effectively, like Pelipper or Mantine.

Quagsire gets Counter from Advance, which you forgot to mention, and it's decent with good HP and passable defense. I want to say Counter+Encore, but Quagsire is probably a bit too fragile for that; instead, you're better off Countering CBers, almost all of which will fail to OHKO Quaggy.
