Are you still working on this Blitzamirin ? HP Electric should be the Hidden Power type, for Mantine and Pelipper while still hitting most other Water-types decently. HP Grass can be mentioned in Moves to hit Carracosta and Barbaracle harder than Hydro Pump I guess, but it definitely does not deserve a slash.
