What is speed creep?

You may here the term "speed creep" every now and then, especially when referring to analyses, but the definition is not exactly clear. Speed creep is essentially adding more Speed EVs to outspeed something not running maximum or no Speed EVs. For example, say someone wants their Scizor to outspeed standard Scizor. They might pull some EVs out of HP and add them to Speed in order to accomplish this. This is called speed creeping. Many players do this, especially in the Ubers tier in order to outspeed base 90s that choose to invest a little in Speed to outspeed other base 90s. It is often the smart thing to do, as if your Pokemon moves before the opposing Pokemon it gets a chance to hit or status the opponent or whatever it wants to do before they can move, obviously you are in the advantageous situation. However, it is never used in analyses, and for good reason.

Why Speed Creep Is Not Used In Analyses

Speed creep is never used in analyses. The reasoning for this is the following: if one Pokemon tries to outspeed a Pokemon with a certain Speed investment, the analyses would continually be edited in order for each one to outspeed the other, creating a domino effect that only ends in disaster. The general idea is that if one would like to use extra Speed EVs in place of EVs in other stats, they can feel free, but it has no place in analyses. Putting speed creep in analyses would result in chaos and therefore is banned from any analyses. However, do not let this discourage you from adding extra EVs if you wish, as they can be useful against the right opponents.

I don't think there's much else. Tell me if there is anything else I need to add.

Yeah... if this is all there is to say on the subject then there's no way I'm uploading 2 paragraphs on-site and calling that an article. In that case I may as well let jc104 do what he planned on doing in the quote below:

With Macle's approval, I'm going to do the EV distribution article myself. I'll include a section on Speed Creep if no Speed Creep article is written, and if it is I'll link to it.

EDIT: after talking with jc104 I think we will be sticking to this, but thanks for taking initiative and trying to write one up.
