Gyarados is one of the few good options as a Ground-immune Pokemon in a tier dominated by Ground-weak Pokemon combined with a plethora of Steel-types and little Electric-type coverage. Dynamax increases its relevance as an offensive Pokemon by boosting the power of its otherwise mediocre physical STAB moves and allows it to set rain with Max Geyser, boost its Speed beyond fast revenge killers with Max Airstream, or boost its Special Defense for increased durability with Max Quake. Moxie powers up Gyarados to lethal levels before a defensive Pokemon can be brought in freely, while Intimidate makes it a safer offensive pivot and increases setup opportunity. Heavy-Duty Boots nullify Stealth Rock, allowing Gyarados to be a much more effective pivot, while Life Orb maximizes immediate wallbreaking power and Leftovers pairs especially well with Substitute.
