Help on evs...

(Mods: I figured this deserved more attention than asking in the simple question thread,feel free to add this to my RMT thread that has this poke in it if you deem it necessary.)
I have a Manaphy Timid with 19/9/20/24/11/20 as its ivs. Not the greatest, I know,but what I'd like to know is with a max speed of 317(With the 20 iv), whats a good number for speed on this? Additionally, how would I spread the remaining evs here? It was suggested to me to spread it like:

252 SpA/192 Spd/30 Hp/30 Def

This would put it at:
HP:363
Atk:192
Def:258
SpA:292
SpD:216
Spd:300
I THINK.

Is this what I should do?

304 is a good number, to outspeed Garchomps. Or 305 to beat pokes outspeeding Garchomps. Or you could go right up to 317 to outspeed Manaphys with less than perfect speed IVs.
