Hi nubagator, I know this post is off date but... I tried to make a weatherless stall team and realizaed it was almost identical to yours, except I had latias over dragonite. I realized dragonite was the better option and started using him. But... I have found forretress works better over skarm and heatran over hitmontop seems to work for me.
 
Since this thread has already been bumped I would like to point out that Ojama's Claydol suggestion is brilliant and really patches up the loose ends in this team. It gives you a way to efficiently take on Landorus, Terrakion, Gliscor, Magnezone etc. that you were completely lacking before, lets you run a less awkward 4th move on Jirachi and IMO completes the team. I will try this out and get back to you on any specific suggestions like moves and EVs.
