Alright, the Slate 5 Hiding Phase begins now! Submissions will be done through a form in the mod's Discord, which you can join here. If you're unable to use Discord for any reason, please contact me privately on Smogon and we can work something out.
Clause Submission Rules:

For this slate, participants will be able to submit one new battle rule/clause, which will be implemented without a description. These clauses can take one of two forms:

1. Affect team validation by adding or removing bans or using custom callbacks (e.g. Moody Clause, Infinite Battle Clause).
2. Function as a field effect that can respond to events during battle (e.g. Sleep Clause).

Clauses may impact the battle in various ways, but they must follow a few rules.
- Clauses must contribute to a competitive metagame. Clauses that lead to an unfair advantage for an individual player will be vetoed, as will those with extreme RNG elements.
- Clause names must match their effect, even if only tangentially. This is to make identifying clauses more reasonable during the Hiding Phase, since nobody wants to have to guess the same effect with every clause name until they locate the right one.
- Clauses must have a visible impact on a battle. Additionally, they must also be reasonable to locate - a clause that only impacts a single unviable move is not reasonable, though good clause naming can help with this.
- In line with the above, clauses with an impact on battle (such as Sleep Clause) will be coded to announce themselves by name when they activate, to make them easier to identify.
- Clauses must be codable. As with standard slates, our coder will be able to veto any subs they feel are too difficult to code.
The Hiding Phase will last for 48 hours. I recommend submitting your change early so that there's time for revisions if any problems arise. With that being said, let the games begin!

The clauses are now live! You can find them in the Hide and Seaking format on http://petmodsdh.com/ (or http://191.101.232.116/ if that link doesn't work), and you can submit discovered clauses through the form pinned in the Discord.

For this slate, the last clause found will win! Everyone who made a submission for this slate (including those that were vetoed) may participate in Seaking. Additionally, the person who finds the most individual changes will be able to add any discovered clause including their own. For this slate, keep in mind that clauses will also need accompanying proof, so save replays as well as teams that trip the validator!

There is a 5-minute cooldown between Seaking submissions, meaning each person can only submit one change every 5 minutes, with any changes submitted faster than that not being counted towards that user's total (and allowing other users to submit that change instead). Make sure to pay attention to how often you're submitting, and with that said, happy Seaking!

Since KeeganSkymin and Gekokeso tied, I had them play a match of the Slate 5 meta in order to decide who gets to pick a clause. After a battle that... certainly happened, Gekokeso came out on top and chose big dog Clause!

the hour of reckoning is upon us.

:sv/houndoom-mega::sv/lucario::sv/manaphy:
Mega Houndoom, Lucario, and Manaphy are now banned from Hide and Seaking OU!
:houndoom-mega: This one is a ban that probably could've happened a few slates ago. With buffed Solar Power, Mega Houndoom hits unbelievably hard, being able to OHKO PhysDef Blissey with a +2 Sun-boosted Fire Blast while also outspeeding most other non-Moniker offensive threats. This mon really is Chi-Yu 2, and is clearly too strong for the meta.

:lucario: Lucario's ban is the result of a perfect storm of buffs from Slate 5. Not only is Lucario able to gain a boost from Moniker Clause, but it can also Dynamax thanks to big dog Clause, giving it easy setup with a high-powered STAB Max Knuckle. It's no slouch once the Dynamax wear off either, as the slot freed up from dropping Swords Dance enables Luc to comfortably run dual priority to easily clean up the many fast threats in the meta right now, while still easily wallbreaking with STAB Meteor Mash and Close Combat.

:manaphy: Manaphy but with a free +1 Speed. Yeah. Tail Glow sets on this are monstrous, especially in a meta where offense is so strong, meaning usual defensive Manaphy checks will often be worn down or gone completely by the time it hits the field.

These definitely won't be the last bans you'll see before Slate 6 opens. The meta is in a bit of a state right now with the major shakeup from Slate 5's clauses along with preexisting changes, so I wanna take some time to get everything in order before we move forward. Small update: Moniker Clause has been nerfed to apply a Paradox boost! Previously, it would boost the affected Pokemon's highest stat by 1.5x, but it will now boost the stat by 1.3x (except Speed, which is still 1.5x). Hopefully this will help keep the many Moniker abusers in check, though it's likely many of them will still be banned in the near future.
 
:sv/kyurem::sv/florges:
Kyurem is now banned from Hide and Seaking OU! Florges will also be losing access to Misty Explosion!
:kyurem: Broken by Moniker Clause. There's not much more to it. Kyurem is a mon that's very easy to push over the edge with changes, as can be seen with its rocky existence in SS and SV, and a free 1.3x boost to either offenses is simply too much of a power jump.

:florges: This would just be a straight up ban, but Florges is a mon that has been directly changed in previous slates, so we'd like to keep it around if possible. I'm personally unsure if this will really balance Florges, as Symbiosis-boosted Moonblasts backed up by a Moniker boost and Earth Power as coverage are incredibly strong as well, but the power drop from losing Misty Explosion will definitely be noticeable.

I'll likely be holding a roomtour in the next week, so stay tuned for details on that.
 
a bunch of bans happening in order to balance a broken mechanic... this really is the SV OU of Gen 9...

:sv/melmetal::sv/nidoking:
Melmetal and Nidoking are now banned from Hide and Seaking OU!
:melmetal: Moniker Attack boosts gave this essentially the same offensive boost as Tera, but to all attacks instead of just DIB, making Melm even more broken than it was in base SV NatDex.

:nidoking: Another mon broken by Moniker Clause. Nidoking could abuse both Moniker Speed and Moniker SpAtk, with Modest sets having no slower counterplay whatsoever outside of the pink blobs, while Moniker Speed removed most if not all of the mon's offensive counterplay. This mon is frankly ridiculous, and has no business being in OU.

Still a few more ban waves to go methinks. I would ban more mons at once, but I'd rather be sure about every ban than have to unban things later. Some other mons on my radar at the moment are Florges, Golurk, Zarude, Keldeo, and Zoroark-Hisui, so feel free to playtest those if you'd like to help the decision-making process.

These stats are a little skewed since two players almost exclusively used this team, but there are still a few takeaways we can make here.
- HO was the most common playstyle, and it was very strong. Both Webs and Screens made an appearance, and they showcased the power of sweepers such as Okidogi, Zoroark-Hisui, and Zarude.
- Stall was also used quite a bit, to uh.... not much success. This isn't a very good sign for meta health, as stall is usually HO's worst matchup, so it having such a low winrate in a tour full of HO shows how strong the latter is right now.
- Florges continued to be an absolute menace, clicking Moonblast and 2HKOing the entire tier barring bulky Fairy resists.
- Other mons with notably high winrates include Zamazenta, Heatran, Tapu Fini, and Regieleki.

With that, let me get into the second announcement:

:sv/florges::sv/zamazenta::sv/zarude::sv/okidogi:
Florges, Zamazenta-Hero, and Zarude are now banned from Hide and Seaking OU! big dog Clause is also nerfed!
:florges: After more playtesting with this mon, it's clearly just far too strong for the meta to handle. Y'all will have to give it a try in H&S Ubers in the future.

:zamazenta: A Moniker boost makes this mon so difficult for teams to handle. IronPress sets in particular are just absolutely insane with a Speed boost, making Zama impossible to outrun and giving it free rein to set up and sweep with ease.

:zarude: Another Moniker mon, Zarude's Swords Dance sets were simply impossible to switch into, and I don't believe any amount of meta development is going to change that.

:okidogi: big dog Clause has proven to be a consistent thorn in players' sides, as mons like Okidogi, Zoroark-Hisui, and Lycanroc-Dusk abuse it to the nth. Thankfully, a great nerf suggestion has presented itself, and so big dog Clause will now require affected Pokemon to not be holding an item in order to Dynamax. This removes the absurd power boost at nearly no cost that is granted to these mons by Life Orb, and also makes them much weaker when not Dynamaxed. Hopefully this reduces the threat level of the main big dog abusers, but I'll definitely be keeping an eye on them for more targeted action in the future.
