How is there so many pokemon on the trade threads with near perfect IV's?

How do they do it? Do they breed a ton? or do they somehow AR it?
I bred a breloom for 10+ hours and I only ended up with 30/26/25/19/31/31...

and what does RNG mean?

They breed the Pokemon for hours for those IVs. They have no lives. Smogon has several articles accessable from the home page on how to do this. They also use WiFi battles @ Level 100 to check for IVs without training.
