isn't this because conjoined twins have 2 separate brains and are legally registered as 2 different people? if they were conjoined at the head they'd probably only be listed as one guy (and also probably dead before they could vote).

pretty much every mon with multiple heads is born with only head iirc so they'd only get one vote because they're only registered as 1 pokemon
