This is what I believe is the best Hoopa set to run. Hoopa is a devastating Mixed Sweeper, with insane offensive base stats, and great dual STAB. Special moves like Focus Blast and Psychic hit a variety Pokemon, also allowing Hoopa to break through Steel, Normal, and Dark types with Focus Blast, and Fighting, and Poison types with Psychic. Physical moves like Gunk Shot and Hyperspace Fury make Hoopa devastating against those with a lot of Special defense, Gunk Shot allowing Hoopa to destroy slower Fairy types such as Azumarill and Clefable, while Hyperspace Fury makes Hoopa the ultimate Stall Counter. Life Orb makes Hoopa that much more powerful, making it something to truly fear.
Gyarados @ Leftovers
Ability: Intimidate
EVs: 252 HP / 104 Def / 154 SpD

Defensive Gyarados is a surprisingly decent tank. With Intimidate, it can weaken Physical threats, while STAB Waterfall provides for decent damage. Thunder Wave allows Gyarados to slow down many threats that outspeed Hoopa, or fast threats that threaten the team as a whole. Rest and Sleep Talk provides Gyarados with a means of recovery, and not being helpless while asleep.
The EV Spread allows Gyarados to tank a variety of hits, and either hit back, or slow down the opponent for the next Pokemon to take on.
Excadrill @ Leftovers
Ability: Mold Breaker
EVs: 252 HP / 4 Atk / 252 SpD

Excadrill and Gyarados pair very well together, as Gyarados is immune to Ground type attacks that Excadrill lure out, while it resists the Fighting and Fire type attacks. Excadrill acts as both a Rock setter and Spinner, while also countering most Fairy type with Iron Head. EQ is secondary STAB, providing decent power, even without full Attack investments.
Scolipede @ Black Sludge
Ability: Speed Boost
EVs: 248 HP / 8 Atk / 252 Spe

Scolipede is how you break Hoopa-U. While the new Baton Pass clause may stop you from boosting anything on top of Speed, Hoopa's offenses are just so insanely high it doesn't need any extra boosts. All Hoopa needs is some extra Speed to break the Meta. When this gets off, usually the only things capable to stopping Hoop from sweeping is Scizor.
Substitute allows Scolipede to avoid any Status moves, or set up some Speed Boosts. If passing into Hoopa from besides a Sub, then it provides Hoopa some defense against Priority moves, which is pretty much the only thing that can stop Hoopa after a few Speed Boosts. Protect allows Scolipede to set up Speed Boosts safely, while Megahorn is a good offensive option for Scolipede to run.
Gardevoir @ Gardevoirite
Ability: Trace
EVs: 248 HP / 252 SpA / 8 SpD

Mega Gardevoir provides a secondary Sweeper and recipient of Scolipede's Speed. Full HP invesment makes Gardevoir fairly bulky. Hyper Voice and Psychock are the STABs of choice, while Focus Blast allows Gardevoir to hit Steel types hard. However, HP Fire is here as well. HP Fire is for the very common Scizor switch ins, which can usually take a Hyper Voice, and force a switch with the threat of Bullet Punch. HP Fire takes this out of the equation.
Raikou @ Choice Scarf
Ability: Pressure
EVs: 252 SpA / 4 SpD / 252 Spe
Rash Nature
- Volt Switch
- Thunderbolt
- Hidden Power [Ice]
- Aura Sphere
Raikou is a pretty good Choice Scarfer, with Mono-Electric coming with only one Weakness. Volt Switch allows for Switch-in predicts, while Thunderbolt is powerful STAB. HP Ice allows Raikou to hit Landorus and Gliscor, while finally Aura Sphere provides very decent coverage.
