Order of Events

This is the sequence of events that should be followed when creating a new species in the CAP Project. Each bullet represents a "step" or event in the creation process. Multiple events on one "bullet", means the events should be kicked off simultaneously. Topic Leaders should adhere to this event sequence as much as possible.

A thread should be created by the TL for each event in the process. Thread names are listed below. Each thread name should be prefixed with "CAP x -", with "x" being a numeric designation of the sequence of the overall project.

Detailed descriptions for each event are contained in the CAP Process - Event Descriptions.

CAP Process - Event Descriptions

These are detailed descriptions for each event in the CAP creation process. These descriptions should be used by Topic Leaders when managing the creation process and making new threads. In some cases, the descriptions contain specific text that should be included in the OP of certain event threads. Those cases are specifically noted below. The event descriptions are ordered in the same sequence listed in the CAP Process - Order of Events.


Concept Submissions

(To be posted in the OP)
This is where we discuss the general goal of the next Create-A-Pokemon project -- CAP X. The Concept will be a guiding force throughout the ensuing project, to ensure the the final result is a cohesive competitive pokemon. Any discussions, suggestions, or submissions in later topics, that do not support the spirit of the Concept, will be moderated by the Topic Leader.

Concepts must be presented as high-level descriptions of a general idea. They cannot be detailed pokemon designs. Since we have polls to determine each aspect of the pokemon, we cannot allow any specific features of the pokemon to be determined by the details of the Concept.

We intentionally have many rules regarding Concept submissions. If you are not prepared to read and understand all the rules, then don't bother making a submission. These rules are made to help narrow the field of concepts down to those that have been carefully designed. This is not meant to be easy for everyone -- a good, legal Concept requires a lot of thought and careful wording.

The following rules must be followed when submitting a Concept:
  • One submission per person. You may edit your Concept, but you may not change the fundamental premise after it has been posted. If editing your concept, please edit the original post instead of posting a new revision. Do not bump your Concept after you have posted it. If people do not comment on it, so be it.
  • Do not duplicate or closely-resemble Concepts already posted by others. It is your responsibility to read through all previous submissions in this thread to ensure you are complying with this rule. Ignorance or laziness is not an excuse.
  • Specific Pokemon types or type combos cannot be included or excluded in a Concept. Nor can other characteristics of the Concept specifically result in in the inclusion or exclusion of Types. For example, the following phrases would be illegal:
    "This is a Dragon pokemon with..."
    "The pokemon should be immune to Ghost attacks..."
    "The pokemon should have at least 7 resistances..."
    "The pokemon should get STAB on Thunderbolt.."​
  • Specific Abilities are not allowed. This applies to existing abilities and new abilities. Do not attempt to circumvent this rule by mentioning specific battle effects that can only be achieved by the implementation of an ability. For example, the following phrases would be illegal:
    "This pokemon should have a defensive ability like Intimidate or Marvel Scale..."
    "This pokemon has an ability that steals the opponent's held item..."
    "When this pokemon is switched in, all weather conditions are nullified..."​
  • Movepools or lists of moves are not allowed. A specific move can be mentioned if it is the basis for the entire concept. For example, the Concept "Rapid Spinner" would obviously mention the move Rapid Spin.
  • Specific stat bias, base stats, or base stat ratings are not allowed. It is acceptable to use descriptive phrases like "fast", "bulky", "strong attacker", etc -- since there are a variety of ways a pokemon can fit those descriptions without specifically requiring certain stats. But, do not use overly-specific descriptions that would narrowly constrain the pokemon's base stat spread.
  • Indications of Physical/Special bias are discouraged, but acceptable if it is essential to the Concept.
  • Do not refer to any part of the pokemon's artistic design. For example, the following phrases would be illegal:
    "This is a bright blue pokemon..."
    "The pokemon looks like a..."
    "The pokemon uses its long tail to..."​
  • A Concept Submission must be submitted in the proper format. The format is described below. If the proper format is not used, the moderators will not evaluate the submission, regardless of content.

  • Name - Don't get too clever with the name. If the essence of the concept is not intuitively obvious in the name, then you are hurting your chances of people understanding it. If the essence of your concept cannot be expressed in a few words, then you need to seriously re-evaluate your concept.
  • Description - This is the official description of the concept, and must follow ALL the content rules listed above. Do not make this a long description. Long descriptions are invariably too specific or too convoluted. Keep it short. Any more than a sentence or two is TOO MUCH. Do NOT include your Explanation of the concept in the Description. See "Explanation" below.
  • Justification - A few sentences describing how the concept satisfies one or more of the following:
    • Has a positive effect on the metagame (e.g Fidgit’s Pure Utility)
    • Allows us to learn more about the metagame (e.g Kitsunoh’s Ultimate Scout)
    • Introduces a new niche in the metagame (such as Arghonaut’s Decentralizer)
    Do not make up your own categories for justification. If you cannot justify your concept against at least one of the three requirements above, then your concept is illegal for the CAP project.
  • Questions To Be Answered - The purpose of the CAP project is to learn new things about the metagame, and each concept submission is a proposed "experiment". List out a few interesting competitive questions that should be answered after properly implementing your concept. At the conclusion of the CAP project, these questions will be revisited to see how well we implemented the concept. If your questions are not significant, relevant to your Justification, and well-written -- then your concept will be rejected.
  • Explanation - This can contain just about anything. This is where you can explain your concept without restraint. You may make suggestions, even specific suggestions, regarding the possible implementation of the Concept. This explanation should help facilitate discussion of the Concept -- but the Explanation is NOT part of the Concept and will be omitted from the polls and any future use of the Concept. Since your explanation is non-binding, regarding future polls and threads, it will not be evaluated for purposes of determining if your concept is legal or illegal.
It is the submitter's responsibility to figure out how to make a legal submission within the rules listed above. Do not complain about the difficulty of making a submission in this thread. There are many, many legal concepts that can be presented within the rules. Here are few examples of good and bad Concepts from previous projects:

Here's a sample of a legal Concept post. This is not an actual submission. I'm just using it to illustrate the format and legal content:

Concept: "Kingdra of the Sun"
Description: A good pokemon with a varied movepool under normal conditions. But, it becomes a dangerous sweeping force in sunny weather.

Justification: Sunny Day is almost never used in the current metagame. This concept could make Sun teams playable in OU, much like Kingdra almost single-handedly makes Rain teams viable in OU. We will learn more about sunny weather battling strategies in OU, and the pokemon that can use sun to their advantage.

Questions To Be Answered:
  • Are sun teams more viable with "Kingdra of the Sun" in OU?
  • Which battle strategies are most effective and least effective using sun in OU?
  • Which OU pokemon can best use sun to their advantage?
  • Which lesser-used pokemon become relevant with "Kingdra of the Sun" in OU?
  • Is "Kingdra of the Sun" viable in OU under normal weather conditions?

Explanation: A good Sunny Day abuser would be fresh and fun. Typing could be just about anything, although Fire and/or Grass are the most obvious. Water typing might be interesting to help it stop Heatran from becoming even more of a beast once the Sun goes up, and ruining the fun for this pokemon. Chlorophyll would be an easy way to make a good sweeper, but Solar Power doesn't get the love it should, and might be an interesting option. There are lots of nice abilities that could help this thing do its job. I think fiery art designs are always cool and I can imagine this pokemon having lots of colorful fire effects, if we make it part Fire.
Note that all the "illegal stuff" is in the Explanation. The Description is short, and very carefully worded to follow all the rules. It does not specifically dictate anything in later polls.

Please try to remember that we are simply pointing the project in a general direction, we are not trying to decide anything right now. We have several weeks of polls ahead of us where EVERYTHING about this pokemon will be dissected, discussed, voted, and decided. The Concept is a very basic guide for the creation process. It is hard to provide solid concept descriptions without basically designing the entire pokemon right off the bat. Submissions should be written and chosen very carefully, to avoid these problems.​
Topic Leader Nominations

(To be posted in the OP)
This is the thread for people to announce their desire to be the Topic Leader for the upcoming creation project. Do not suggest other people. If someone doesn't strongly desire to be a Topic Leader without provocation, then we don't need them signing up for the job. Topic Leader is not an honorary title. It requires a lot of work and attention. If you are not prepared to fulfill all the responsibilities, then do not throw your hat in the ring.

Topic leaders should have the following qualifications:
  • Deep knowledge of the game of Pokemon
  • Familiarity with competitive Pokemon concepts, strategy and philosophy, as practiced within Smogon
  • Willing to voice opinions and lead others
  • Open-minded to new ideas
  • Creative, "outside-of-the-box" thinker
  • Good writing skills
  • Level-headed when resolving disputes
  • Liked and respected by the CAP community

Once CAP X starts, the Topic Leader will be the most important, most visible member of the CAP community, and is expected to be a strong guiding force throughout the creation process. If you are selected, you will have a great deal of power to influence the project. But you also have a responsibility to stay on top of things. You will have forum moderators and an assistant to help you sometimes, but you need to be regularly active on the project until it is complete. All potential candidates should look through the Topic Leadership Guide, to get an idea of what will be expected of you, if you are selected to be the CAP X Topic Leader.

To avoid confusion -- Topic Leader nominees will automatically be considered applicants for the CAP X Policy Review Committee, after the Topic Leader vote is complete. See the Policy Review Committee Application thread for more information regarding the the Policy Review Committee.

This thread is strictly for candidacy posts, and posts supporting those candidates. Please stay on topic.

Here are the guidelines for posting in this thread:
  • Candidates must have been actively involved through the entire duration of the most recent CAP project (CAP X). Involvement in multiple CAP projects is strongly preferred.
  • Do not suggest other people. If you want you encourage someone else to run, then send them a PM.
  • If you are new to the CAP project, don't bother signing up to be a Topic Leader. Lurk more.
  • Include a summary of your involvement in the CAP project.
  • Make a pitch for why you should be selected. If you can't present and defend yourself, then how can you expect to lead a project whose primary function is discussion and debate? Convince us that you are a good choice. Emphasize how you exemplify the qualifications listed above.
  • Poor spelling, punctuation, and grammar are great ways to look like an uneducated idiot. It's not a great way to look like a thoughtful, intelligent, community leader.
  • Even if you don't think you are better-qualified than certain other candidates, you still should consider posting a candidacy. Candidates not selected as the TL for this project, will be on the "watch list" by the community for next time. Don't post your name if you don't intend to be active in the project, even if you are not selected. Like I said, if you post here, people will be scrutinizing your involvement more closely in the future.
  • Feel free to post support for any candidates already named.
  • Please do not post disparaging remarks about any candidates.
If these rules are not followed by all posters, the offenders will be moderated.
Policy Review Committee Applications

(To be posted in the OP)
This is the thread for people to apply for membership on the Policy Review Committee for the upcoming creation project. Do not suggest other people.

The Policy Review Committee performs the following key functions:
  • Selecting a Topic Leader for the CAP Project
  • Creating Policy Review topics
  • Voting in Policy Review polls
The Policy Review Committee selection process is designed to be open to any qualified members. This is not a popularity contest. Policy Review Committee applications are open to anyone with an established record of recent, active involvement on the CAP project. The main purpose of this thread, is to force members to overtly request to be a part of the committee, and be willing to advertise their recent track record of involvement on the CAP project. That's it. Selection to this committee should have nothing to do with whether a person is "liked" or "disliked" -- but you must be "active".

All Topic Leader nominees will be automatically applied for membership on the Policy Review Committee, after the conclusion of the Topic Leader vote. Anyone that is active enough on the CAP project to seek the TL position, is assumed to be active enough to desire a position on the Policy Review Committee. However, just because the TL nominees are automatically applied for membership on the Policy Review Committee, does not mean they will be automatically selected. See the Process guide sticky for more information about the Policy Review Committee.

This thread is strictly for PRC application posts. Do not post support for any applicants, since this is not a public poll. This is not a discussion topic about the Policy Review Committee, so please do not ask questions about it here.

Here are the rules for Policy Review Committee application posting:
  • Candidates must have been actively involved over the past two most recent CAP projects (CAP X and Y). Voting is not "active involvement". Lurking is not "active involvement". You must have a strong track record of making intelligent posts and contributions to the project. Active playtesting on the CAP server is a highly valued contribution to the project.
  • You must have a clear understanding of the CAP process and rules. If you are not familiar with current policy, you cannot expect to participate in changing it.
  • Current PRC members are no longer automatically accepted onto the new Policy Review Committee. All members must apply equally, and all members will be evaluated equally.
  • PRC applicants should post an application in the following form:
    1. In a short paragraph, characterize your involvement with the last two CAP projects.
    2. In two or three sentences, characterize your activity on the Create-A-Pokémon Server.

    3. Link to a few posts in which you supported a choice with competitive reasoning and/or link to a few of your posts in a Policy Review thread.
  • Make application posts only. A sure-fire way to prove that you do not understand CAP rules is to go off-topic in this thread.
Topic Leader Selection
The TL is selected by the Policy Committee. The Project Leader will open a bold poll that is open only to members of the Policy Committee. Any other posts will be deleted.

Topic Leader candidates cannot vote in this poll.

The CAP Project Leader only votes in the case of a tie.

Once the TL has been selected, they create and lead all subsequent threads related to the creation project.​
Concept Poll
This is the poll to vote on the submissions made by the Concept Submitters selected at the conclusion of the Concept Submission thread.​
Concept Assessment
This thread will be set up shortly after the concept poll so as to allow the community time to best determine the path the concept should take. The discussion should remain general: poll-jumping is not allowed.
Main Type Poll
This decides the "primary" type for the Pokemon. All types should be included in the poll. Since click polls only support 10 voting options, a bold vote must be used. Towards the end of this poll, discussion regarding the secondary type is encouraged.​
Secondary Type Poll
This decides the "secondary" type for the Pokemon. All type combos, even those that are extremely common in-game, should be included. This means that bold voting must be used. Towards the end of this poll, discussion regarding the Style and Build is encouraged.​
Stat Spread Submissions
The Stat Spread Submission thread is intentionally started very early in the process. Based on past pokemon, it's obvious there are a lot of people that enjoy discussing detailed stat spreads long before the actual stat spread poll. We do not want to police those early bird discussions in the normal threads, therefore we create a dedicated thread for all Stat Spread discussion. Does it matter that we don't know the style, build, or anything else about the pokemon? No. If people waste a bunch of time in this thread on submissions that turn out to be useless when the stat spread poll comes around -- so be it. This is the place for people to "prove themselves" to the TL, for purposes of being selected to submit a spread for the actual stat spread poll.

The final Stat Spreads submitted for the stat spread poll must conform to the numeric rating limits voted in the various bias and rating polls -- the Offensive/Defensive Balance (ODB), the Physical/Special Balance (PSB) and the overall Base Stats Rating (BSR). Any spread that does not conform to these limits will be disqualified by the TL. As the bias and rating polls unfold, the discussion in the Stat Spread Submission thread should adapt accordingly.
Art Submissions
The art submission rules are fairly detailed. They are listed here. The submission rules should be posted in the OP of the submission thread.​
Style Bias (Offensive/Defensive/Mixed)
This is where we determine the general style of the pokemon, from an offensive and defensive standpoint. We also will set limits on the stat spreads that support that style. It should be noted that the Style Bias is not just for limiting stats, but also helps shape the general "feel" of the pokemon. The Style may influence other parts of the pokemon -- such as art, movepool, ability, etc. However, the stat spread is the only part of the project that will be specifically constrained by the voted Style Bias.

Offensive/Defensive Balance is part of the Stats Rating Formula developed by X-Act for numerically measuring a pokemon's base stats.

Style Bias should consist of a single poll with four options:
Offensive/Defensive Balance
Offensive: 20 to 40+
Mixed, possibly Offensive: 0 to 20
Mixed, possibly Defensive: -20 to 0
Defensive: -40 to -20​
The voted ODB range must be followed by stat spread creators when submitting final stat spreads for the Stat Spread Poll later.​
Build Bias (Physical/Special/Mixed)
This is where we determine the general build of the pokemon, from an physical and special standpoint. We also will set limits on the stat spreads that support that build. It should be noted that the Build Bias is not just for limiting stats, but also helps shape the general "feel" of the pokemon. The Build may influence other parts of the pokemon -- such as art, movepool, ability, etc. However, the stat spread is the only part of the project that will be specifically constrained by the voted Build Bias.

Physical/Special Balance is part of the Stats Rating Formula mentioned earlier. Depending on the winning option of the first poll -- that will limit the PSB options presented for the second poll.

Physical: 20 to 40+
Mixed, possibly Physical: 0 to 20
Mixed, possibly Special: -20 to 0
Special: -40 to -20

Stat Rating Poll
This poll determines the desired overall "power level" of the pokemon's base stats. In the past, the Base Stat Total (BST) was used to measure the power of base statistics. Since BST is a very poor measurement for stat power, the CAP project now uses Base Stats Rating (BSR) to determine the overall effectiveness of a pokemon's base stats. Polling is simpler, and the results are more useful. The Base Stats Rating is determined by a formula created by X-Act.

Stat Spread Poll
This poll determines the exact base stat spread for the pokemon. Based on participation and feedback in the Stat Spread Submission thread, the TL should select several people to make formal Stat Spread Submissions. These submissions are the voting options in this poll. The Stat Spreads submitted for this poll must conform to the numeric rating limits voted in earlier polls -- the Offensive/Defensive Balance (ODB), the Physical Special Balance (PSB) and the overall Base Stats Rating (BSR). Any spread that does not conform to these limits should be disqualified by the TL. The OP should contain a list of all the submissions, along with a description of the spread by the Stat Spread creator.​
Art Poll
This poll determines the artistic design for the pokemon. Later in the process, the design will be used as a reference for making the battle sprite. Art submissions for the art poll will be selected by the Topic Leader, based on preference and feedback in the art submission thread. To encourage participation by multiple members of the community, it is advised that the topic leader choose no more than one art submission per artist. If an artist submits multiple high-quality artworks, the TL should contact the artist to determine which one they prefer to submit to the final poll. The art for all voting options should be included in the OP and referenced by artist name in the poll.​
Ability Discussion
This thread is open for discussion of existing ingame abilities, and possible new abilities for the pokemon. New abilities should be considered with caution. The TL should be actively involved in this discussion to prevent unreasonable ability suggestions (new or existing) from gaining support. The TL will use the suggestions and feedback from this thread to determine the voting slate for the Ability Poll.​
Sprite Submissions

(To be posted in the OP)
Rules

1) Sprites should be inspired by the winning design from the Art Poll. It does not need to be an exact rendition of every detail of the design; "artistic license" is granted to all spriters. However, drastic deviation from the selected art design is discouraged.
2) All sprites (front and back) can have a maximum size of 80x80.
3) All sprites (front and back) must have a complete, unbroken, distinguishable outline. It does not need to be a black outline, but it must be clearly distinguishable from the adjacent interior colors of the sprite. Look at the ingame sprites for examples.
4) Sprites must be in PNG format
5) Use 8-bit truecolor (aka 8-bit RGB) or less. This does NOT mean 256 color mode.
6) Use transparent backgrounds
7) Fusions of other sprites are not allowed. All sprites must be scratch sprites.
8) Do not alter, fuse, recolor or otherwise modify another spriter's submission – unless the original artist explicitly gives permission.

Failure to follow these guidelines will result in the submission being disqualified and the post will be deleted.

Sprite submissions for the sprite poll will be selected by the Topic Leader, based on preference and feedback in this thread. There is no process for overturning the Topic Leader's decision. If you are not comfortable with this stipulation, then do not make a sprite submission. Do not post any complaints here or in later threads.

Additional Information

There are 8 possible sprites:
Front Normal Male
Front Normal Female
Front Shiny Male
Front Shiny Female
Back Normal Male
Back Normal Female
Back Shiny Male

Back Shiny Female

In most cases, spriters submit a Front Normal sprite first. Once feedback comes in and the poll nears, they make the other sprites.

You do not have to make different Male and Female sprites, but it helps. Since there are only minute differences between most ingame male and female sprites, it’s not very hard to tweak the sprite for a different gender. Some spriters have made noticeable changes between genders, and that’s fine too.

Shinies are just recolors, so that’s not too tough. There’s lots of people that can’t scratch, that are willing to recolor your shiny, if you really don’t want to do it yourself. Just ask in the submission thread and you’ll get plenty of offers to help.

Please look at your transparent sprites against different colored backgrounds, not just white. In Shoddy, the sprite will be displayed on multiple background colors in the Team Builder and in battle.​
Ability Poll
The Topic Leader chooses a slate of Abilities based on suggestions and feedback in the Ability Poll. Normally, two abilities are chosen, however "No second ability" should always be a voting option on the poll.​
Move Discussions (Attacking and Non-Attacking)
An "Attacking Move" is a move that deals significant damage to an opponent. All other moves are considered "Non-Attacking Moves". As a general rule, any move that can be used under Taunt, is considered to be an Attacking Move. However, there are a few exceptional moves that deal a small amount of damage, but their primary battle purpose is based on a secondary move effect, and Are therefore considered Non-Attacking moves. For example, Rapid Spin and Knock Off are considered to be Non-Attacking Moves, even though they can be used under Taunt. The Topic Leader has sole discretion for interpreting which moves are considered Attacking or Non-Attacking Moves for a given pokemon.

All moves will be categorized as Competitive, Non-Competitive, or Required.
  • Competitive moves are moves that are viable for use in battle on a given pokemon. This categorization is applicable depending on the pokemon. Sometimes a move will be competitive on one pokemon and non-competitive for another.
  • Required moves are moves that must be included in the final movepool, and are generally not up for discussion. A list of commonly Required moves can be found in X-Act's movepool guide.
The Topic Leader will post a list of moves in the OP of the thread. This list will serve as a single point-of-reference for the current state of the discussion. The first list of moves should be compiled by the Topic Leader prior to opening the thread, and will serve as the initial list of moves to begin discussion.

The list should contain all moves that are considered Competitive for the pokemon being created. The Topic Leader has final say for determining whether a move is Competitive, Non-Competitive, or Required. The TL should use these lists for moves that are generally considered Competitive moves.

The list of moves will be separated into three sections indicating the "status" of the move in the current discussion -- Allowed, Disallowed, Controversial, or Pending.
  • Allowed - Moves that have been agreed through general community consensus to be allowed in the pokemon's final movepool
  • Disallowed - Moves that have been agreed through general community consensus to not be allowed in the pokemon's final movepool
  • Controversial - Moves that did not reach general community consensus, and will require a specific vote.
  • Pending - Moves that have not received enough support or opposition to determine whether they are Allowed, Disallowed, or Controversial
The community should make posts arguing for moves to be Allowed or Disallowed. The Topic Leader should recategorize moves as the discussion progresses.

At the conclusion of the Movepool Discussion, the Topic Leader will make a final update to the OP move list and the thread will be locked.

Any Controversial Moves will proceed to be voted on in a Move Poll. Any Controversial moves that receive a sufficient majority of votes, will be added to the Allowed moves list.

Move Discussion Posting Rules
(These should be posted in the OP)
  • The list of moves in this post will serve as the single point-of-reference for the current state of the discussion.
  • Post arguments for moves to be Allowed or Disallowed from the pokemon's final movepool. All posts should be presented with reasoning.
  • Posting lists of moves is strictly prohibited. Do not copy the TL's list, and then add "Yes/No" or a similarly worthless comment, beside each one. Posts that contain lists of moves will be deleted, even if the post contains additional reasoning and content.
  • The Topic Leader will update the list continuously throughout the discussion, using recent posts to determine changes to the move list. Moves may have a fluctuating status as the community debates for or against the move in response to changes in the OP.
  • Posts should be based on the current state of the list in the OP. It is the responsibility of each member to check the OP before making any post in the thread. Posts that demonstrate lack of familiarity with the current OP will be deleted.
  • The Topic Leader is the sole arbiter for determining "general community consensus". The TL may ignore arguments for or against certain moves, if they feel the argument is not presented with sufficient evidence or reasoning. Do not assume that the existence of a few dissenting posts will ensure that a move will be categorized as Controversial.
  • All moves that are considered Competitive for this pokemon are included in the list in the OP. Non-Competitive moves should not be discussed in this thread, unless you feel they are miscategorized and should be considered Competitive (see next rule).
  • If you disagree with the TL's categorization of a move as Competitive or Non-Competitive, you can post arguments in this thread, but reasoning must be supplied.
Move Polls (Attacking and Non-Attacking)
These polls are for voting on "Controversial" moves from the Move Discussions.​
Complete Movepool Submissions
This is the thread where all competitive moves are integrated into a complete pokemon movepool, which includes Level-Up, TM, HM, and Egg Moves. This is also the thread where Breeding Group is discussed.

Based on participation in the previous movepool threads, the TL should select several members to present a complete movepool submission.

Allowed moves are the ONLY Competitive moves that are allowed in a final movepool. All other Competitive moves, even those not mentioned in the Move discussion thread -- are NOT ALLOWED in a final movepool.

Any Non-Competitive move can be included in a complete movepool.

If anyone attempts to include additional Competitive moves, not agreed in the previous polls, it will be the TL's responsibility to see that the submitter removes them from the full movepool submission.

X-Act wrote a guide that describes the characteristics of an appropriate movepool. That guide is located here, and should be used as a reference for all movepool submitters.
Complete Movepool Poll

The Topic Leader should make a list of TM's that common to most (but not necessarily all) of the selected submitters' movepools. This TM list should be included at the top of the OP.

All the members selected in the Complete Movepool Submission thread should make a final submission to the TL. These submissions should be listed in the OP of the poll thread and voted on by the community. No alterations, edits, or conditional votes will be accepted. By the time the final movepool is polled, all competitive movepool aspects have already been decided. Therefore, the final movepool is really a vote of individual preference on what best fits the flavor of the pokemon.​
Name Discussion
A short discussion and submission thread where people can submit a name for the new Pokemon. Only one name per user can be submitted. The user should also not attempt to "bump" their submissions to get responses. Names should avoid referring to popular culture (i.e. video games, music, celebrities, and so on).​
Name Poll
Based on submissions and feedback in the Name Submission thread, the TL selects a slate of names for the Name Poll. Click polling is strongly encouraged.​
Sprite Poll
This poll determines the battle sprite that will be used when the pokemon is implemented on the CAP battle server. Sprite submissions for the art poll will be selected by the Topic Leader, based on preference and feedback in the Sprite Submission thread. The sprites for all voting options should be included in the OP and referenced by artist name in the poll.​
Server Implementation
After a CAP is completed, DougJustDoug will soon begin work on implementing it on CAP's Shoddybattle server. Once this is completed, a playtesting thread will be posted for players to detail their experiences regarding the CAP. Additionally, the sprite pack should be redownloaded for the latest CAP's sprites.
Misc (Pre-Evos, Height, Weight, etc.)
Once a CAP has been completed, the TL will post a thread detailing the finalized information regarding it. In this thread, users are encouraged to submit information regarding the Pokemon's height, weight, number of pre-evos, and so on. Special care should be taken on weight, as certain moves rely on the value to determine base power. The TL will make the final decision regarding these values.
Playtesting
For the first two weeks after a CAP is implemented on the server, a Playtesting ladder (which will have its scores cleared) will be set up with all CAPs but the most recent banned. The user with the highest ladder score at the end of this period will be considered the playtesting champion for that CAP, and will receive a custom title on the forums displaying it. Additionally, a thread will be set up to allow users to detail their experience with the latest CAP from battling on the server. The regular ladder, with all CAPs allowed, will be taken offline during this period to be reinstated once the two weeks are done.
Finalize Analysis
Once the CAP has been playtested, an analysis will be written up for it to be placed in the Strategy Pokedex. A workshop thread will be made in which users may submit written analyses to be put in the final product. The workshop leader is able to reject submitted sets due to poor quality, the set being uncompetitive, and so on. When the analysis is finished, it will be archived in the Strategy Pokedex.​

Polling Choices
There are 4 ways to poll.

First is the "single click poll", where you use the basic board options to set up a poll for up to 10 choices. This is the most basic, and can easily be used for the majority of polls.

Second is the "multiple click poll", where you use the board options to set up a poll for up to 10 choices. The difference between the "multiple click poll" and the "single click poll" is how many choices you can vote for. In a "single click poll", only one option can be voted on. In a "multiple click poll", any number of choices can be voted on. This is mostly used on polls where the outcome has multiple options, or doesn't matter as much, such as with the Pokedex Poll thread.

Third is the "bold poll", where the voters must make a post with their votes cast in bold font. Make sure that, in a poll based on this method to make it clear that no one is to post the current tally of votes. Only the Topic Leader is to do this, if they wish to at any point up to the end of the vote.

Fourth is the "preferential poll", where the voters must make a post with their votes cast in preferred order, in bold font. This style of voting has the voter rank their top 25-40% of the available choices. This is then done with a weighted system. The numbers for each rank depends on the number of overall options available, and the Topic Leader chooses how many ranks the voter chooses. The voter should not have more than 4 ranks available to choose. Here's a short table for how to rank each option based on the number of choices:

The Topic Leader is allowed to use any voting option they desire for a poll, as long as it fits with the options available to vote on.​


Spillover/Secondary Polls
A Spillover Poll or Secondary Poll is a poll that is held when the first poll does not reach a conclusive result. A prime example of this would be if, during the main typing thread, two types end up with a total vote in the general area around 40%. Another thread would then be created to determine which result would be the final choice. This poll would be the spillover/secondary poll, and must be completed before the next step can begin.

The determination if a poll is close enough for a secondary poll, is up to the discretion of the Topic Leader. Generally, the "close enough" point would be within 10% or so of the leading vote, but this obviously cannot be the definitive statement for all polls. If it's a large optioned poll, the TL should make a spillover poll with those who were leading, and then continue until an option has at least 50% of the votes, or is a clear cut winner. A clear cut winner would need to have at least 10% more than votes than second place. Spillover threads should last a single day, as discussion should have already occurred in the first poll.​


Duration of Polls
The first poll and/or discussion thread for a given step on a CAP project should normally be open for two days.
The first thread of a project step is always the most active and interesting. But very rarely is anything substantial added after the second day of discussion. Certain threads may stretch for three days in some cases, but two days should be the norm. TL discretion will reign supreme when determining the duration of threads, but two days is the general guideline.

All secondary polls should be open for one day only.

Secondary polls are a real drag on the energy level of the community. All the interesting discussion comes out in the first poll. People rarely change their minds in secondary polls. Even if they do, people aren't too interested in talking about it. Secondary polls must be completed swiftly.

In general, the Topic Leader should monitor the posting/voting rate of all threads and move on to the next step when project activity begins to lull.​


Tiebreakers
In the case of a tie vote, the following tiebreakers will be used to determine a winner:

1) The number of votes received in the single most recent previous poll
2) The sum total of all votes accumulated in all previous polls
3) Topic leader choice​


Discussion/Submission Threads
A Discussion or Submission thread is a thread created at various points throughout the creation of a given Pokémon, that is used to discuss any given step of a poll, before the poll is created. Multiple steps can use a discussion/submission thread, such as Stats, Ability, Movepool, and Name. These threads are used for gaining submissions, gathering ideas, and general think-tanking before a poll begins.

It up to the discretion of the Topic Leader to interpret the content of a Discussion or Submission thread. In the case of Submissions, it is the Topic Leader who decides which submissions should be included in the first poll.​

Topic Leader and Policy Committee

Topic Leader

A Topic Leader is the head of an individual pokemon creation project. It is one of the most respected leadership positions on the CAP project. Powers and responsibilities include:

  • Create and moderate all threads that pertain to the construction process -- this includes polling, discussion, and submission threads
  • Ensure the construction process adheres to project standards and guidelines
  • Maintain project pace and momentum
  • Lead discussions
  • Determine voting style for polls
  • Record and interpret the results of all polls
  • Determine the necessity and format for secondary or spillover polls
  • Determine the slate of submissions for certain polls
  • Encourage participation

A new Topic Leader is chosen for each new pokemon creation project. All Topic Leader candidates self-nominate in a nomination thread created at the start of a pokemon creation project. Nominees should make their "pitch" in a self-nomination post. Individual community members can express support for a given candidate by posting in the nomination thread. Posts disparaging candidates are discouraged.

Once selected, the Topic Leader must pick an Assistant Topic Leader, whose job is to serve as a backup to the TL in cases when the TL cannot fulfill the responsibilities of the job. The ATL may also lend assistance to the TL when it comes to tallying votes and other tasks that require a lot of work.


Policy Committee

The Policy Committee is a group of experienced project members whose primary responsibilities include:
  • Selecting a Topic Leader for the CAP Project
  • Creating Policy Review topics
  • Voting in Policy Review polls
A Policy Committee is formed at the beginning of every CAP project. The committee will serve until the next Policy Committee is assembled. So each committee will normally serve a term of a couple of months.

A Policy Committee nomination thread is opened at the same time as the TL nomination thread. The same general rules apply. You need to be experienced, you can only nominate yourself, you should make a brief pitch for why you should be on the panel.

The forum moderation staff will select the committee, based on members' involvement in the forum. There is no limit to the size of the committee. The goal is to be very "inclusive". Anyone that is regularly active in the forum, that makes reasonably intelligent posts, and that wants to serve on the committee -- should normally be selected.

The Project Leader posts at the conclusion of the nomination period listing all the panelists they want on the committee, and closes the thread. All the other moderators then edit that post and add in any names of people that they want, that the Project Leader did not include. Moderators should not remove names from the committee. Basically, the mods can only vote "Yes" for people, and it only takes one "Yes" to make it on the committee. After the CAP project starts, no names can be added to the committee.

That final post serves as the definitive list of committee members for the entire term.

When holding Policy Committee votes, they are done in voting threads in the CAP forum. Only current approved committee members can post in the voting threads. Any other posts will be deleted.

Nominees for Topic Leader may not vote in the Topic Leader selection poll.

The Policy Committee will not vote on revisions to CAP pokemon. In the event a CAP pokemon is revised, a special voting panel will be assembled for that purpose. The process and rules for revision will be detailed at that time.

The CAP Project Leader serves as the non-voting chairperson of the TL Selection Panel. The chairperson organizes the nomination threads, coordinates voting, and only votes in the case of a tie.


Policy Committee Eligibility Requirements

Members of the Policy Committee must have been actively involved through the entire duration of the most recent CAP project. Involvement in multiple CAP projects is preferred. But, even if someone was involved in past CAP projects, if they were not around for the most recent project, then they really are not "current" on the state of the CAP project and/or server.

It is essential that members of the Policy Committee are up-to-date. That's the reason we form a new committee before each CAP project. There will be no "honorary committee members" or members selected simply because they are popular and generally respected.

"Actively involved" means that you have posted regularly with intelligent contributions to the discussions. Lurking is not "active involvement". Voting is not "active involvement".

Posting popular opinions is not a requirement. Posting intelligent opinions is a requirement. It's perfectly OK if someone that is not well-liked, is selected to be on the Policy Committee. This is not a popularity contest. It is recognition of a certain level of activity and knowledge about the CAP project.

Rule-breaking is not only unpopular -- it's an example of LACK of knowledge about the CAP project. If you've been infracted heavily in the CAP forum in the past, do not expect to be selected to the Policy Committee, regardless of your activity level.

Art Submission Rules

A "Final Art Submission" will consist of two things - a "Main Design" and "Supporting Material". A Main Design is the only required element of a Final Art Submission, Supporting Material is optional.

Main Design
The Main Design is intended to follow the same general posing and layout as the "Official Art" for existing ingame pokemon. The Main Design is the definitive design for a given pokemon and should be suitable for display in the CAP Pokedex section of the upcoming CAP Website, and any other CAP propaganda where a picture of the pokemon is needed. As such, the design should be "plain" -- a basic rendering of the pokemon itself, with no extra frills or artistic embellishment. The comparison to "Official Pokemon Art" is only applicable to the basic content of the Main Design; it does not imply ANY standards or guidelines regarding artistic style or rendering technique.

The following rules of content must be followed for the Main Design:

  • It must be a single pose of a single pokemon. No other pokemon can be included. Only one pose rendering is allowed in the picture.

  • It must consist of the pokemon on a plain white background. No additional background detail or settings may be included. No additional background colors or patterns are allowed.

  • No props, action effects, move effects, or additional objects can be rendered on or around the pokemon. If a prop is part of the pokemon's basic design (ie Farfetch'd Stick), then it is acceptable. A basic rule of thumb is -- anything that would not be appropriate in a game sprite, should not be included in the Main Design.

  • Any 2D full color digital or traditional media may be used, so long as it contains a distinguishable outline on the subject in contrast to the background. 3D media are not allowed.

  • It must be no larger than 640 pixels on either axis, no smaller than 320 pixels on either axis, and must be in a compressed digital format. Uncompressed bitmaps and/or high-resolution images are not allowed.

  • It must be a digital rendering or a scan of a traditional drawing. No camera pictures are allowed.

  • It must be an original artwork by the person making the submission. Lifts, swipes, copies, or alterations of other artists' work are not allowed.

Supporting Material
While the rules for the Main Design are somewhat rigid -- there are almost no rules when it comes to Supporting Material. Action scenes, movement studies, interaction with other pokemon, animations, sculptures, cartoon strips -- anything goes! Also non-art supporting material is also allowed. This includes detailed descriptions of the art, background data, stories, etc.

All supporting art and information must be related to the main design in some way. This rule is intended to prevent artists from posting unrelated art, in an effort to gain more attention or promote other designs or artworks.


Final Submission Post
All artists must make a Final Submission Post in order to be considered for the Art Poll. The post must be titled "Final Submission". The post should have the Main Design at the top, and Supporting Material (if applicable) below it. All supporting art must be included as links or as linked thumbnails no larger than 150x150. Do not include full images of supporting art in the Final Submission.

Only make ONE Final Submission Post. If you wish to change your Final Submission, then edit your post. Do not make a new one, even if you delete your original post. Any delete + repost will be treated as bumping, and subject to moderation.


General Posting Rules
  • Artists can post any work-in-progress (WIP) artwork, in order to solicit feedback or to help develop ideas. WIP artwork does not need to conform to the standards of a Main Design. It can be in any medium or stage of completion. But, it must be related to an original art design by the poster.

  • Do not spam the thread with excessive amounts of artwork. There are more specific rules listed below, but this rule serves as a catch-all for anyone that attempts to circumvent the exact rules mentioned below. Apparently, some artists think they will improve their chances in the poll if they overload the submission thread with their artwork. Some artists don't realize that they are "crowding out" other submissions by spamming the thread. Whatever the reason -- don't do it, or you will be moderated.

  • No post can contain more than 800x800 pixels of included art, and no single picture can be larger than 640 pixels on either axis. If an artist wishes to post art in excess of the 800x800 limit, they should post links to the additional art or use linking thumbnails. Each thumbnail can be no larger than 150x150. Any number of thumbnails can be included in a post, even if the sum of the thumbnails exceeds 800 pixels. Linked art can be of any size.

  • Do not make multiple art posts over a short period of time. If you do so, it will be moderated as an attempt to circumvent the art size limits mentioned above.

  • Do not post inconsequential "updates" to previously posted art. If you have made a significant change, and have not posted art recently -- feel free to post an update to the thread. But, insignificant changes will be moderated as an attempt to spam the thread with your art.

  • All posted art must be in a compressed digital format. Uncompressed bitmaps or high-resolution images will be deleted.

  • No art submissions should be modified by others without the explicit permission of the original artists.

  • Using other submissions as "inspiration" for an original artwork is allowed. However, "stealing" of designs is prohibited.

  • Do not post to state your intended design. Such posts are a weak attempt to "reserve" an idea, and serve no constructive purpose. If you aren't going to post an actual design, then don't tell us that you are "working on it".

  • No bumping or begging. If your design received little attention or commentary, don't bump it. Even worse, don't make a post begging for feedback. There are PLENTY of eyes viewing every post in the thread. If your design is any good, people WILL comment on it. If your design gets no feedback, then your design isn't very good. The silence IS the feedback. Take the hint.

  • No posting of design ideas in search of an artist. This is an art submission thread, not an idea submission thread. If you can't draw, then don't post your idea. If you really want to see your idea submitted, then commission an artist and ask them to post it. But don't solicit artists here.

  • No posting of art or pictures intended to "give ideas" to artists to draw a design. This includes pictures of real life animals, character artwork from other games, or even Pokemon artwork. It spams up the thread and detracts from the original art submissions. It is acceptable for artists making a submission to post their inspirational references as part of their Supporting Material.

  • Do not declare any artwork as "the winner", "is clearly going to win", or similar. It's fine to post praise or support for an artwork, but don't make a statement of fact indicating the results of a poll that has not been conducted. Such posts are premature and insulting to all the other competing artists.

  • Do not post that a design does or does not "look like a Pokemon". Such comments are unable to be substantiated or refuted, and leads to never-ending bitching and bickering. I don't care if it is "just your opinion" -- it's a bullshit comment. There is no artistic style guide for Pokemon, so don't act like you know what a Pokemon should look like. If you like or dislike a design, that's fine -- just say that. But don't reference some mythical Pokemon style rules as "reasoning" for your opinion. It's serves no purpose other than to troll the thread.

  • Do not post that a design "looks like a Digimon". It's a cheap shot, and you know it. See rule above.

  • Do not post questions asking for help in making a submission. If you don't know how to draw, ink, color, scan, save, compress, crop, thumbnail, or link an artwork -- don't ask for help here. This isn't a tutorial thread. By the way -- Google is your friend.

Art Polls
All art polls will contain the Main Design and, if applicable, a link below it titled "Supporting Material". This will link to the artists Final Submission Post. If the Final Submission contains no significant Supporting Material, then no link will be included in the poll below the Main Design.

Art submissions for the art poll will be selected by the Topic Leader, based on preference and feedback in this thread. There is no process for overturning the Topic Leader's decision. If you are not comfortable with this stipulation, then do not make an art submission. Do not post any complaints here or in later threads.

Competitive Move Lists

The following lists of moves are considered "Potentially Competitive" in the general OU metagame. These are the moves with sufficient Base Power and/or secondary effects that make them viable in the metagame IN GENERAL. That does NOT mean that these moves are automatically considered to be competitively viable on every pokemon with access to the move. Ultimately, the circumstances of an individual pokemon will determine if a move is Competitive or Non-Competitive. But, any move not on this list is probably not a competitively viable move, and would be considered "extra" or "flavor" for a full movepool.

These lists should be consulted when the Topic Leader assembles the move list in the OP of the Attacking and Non-Attacking Move Discussion threads. Topic Leaders can pick moves from this list, and have reasonable assurance that they aren't overlooking any "good moves".
