HP Dragon is good.

I seem to be in the minority on this, but HP dragon is not resisted by anything but steel, and they are expecting HP Fire or Ice. Why is it not more used?
 
Just because it isn't resisted doesn't mean it will do more damage. In most of the cases when it will do more damage, the user it a tank that can't really do much in the first place. For example, even Dragon Pulse is a stupid idea on Milotic because it's not going to do enough damage to Water types, which resist Ice Beam/Surf.
 
Excluding Poison and Steel, Dragon is pretty much the worst HP in general. Yeah, it may be difficult to resist, but it only does 70 damage. That's even less than a resisted STAB Surf.

Even on Salamence, it does less than STAB Thunderbolts. The idea of HP is to hit by surprise and hit as hard as possible. If you just want to deal general difficult to resist damage, go with something that lets you deal REAL damage, not just little scratches. Try BoltBeam.
 
Hidden Power is at best a base 70 attack; chances are, for any given pokemon, even if it's STABd move is resisted it will fall somewhere around 70 power. Hidden Power is thus only useful when it is supereffective or 4 X effective, thus the common use of HP Electric (to counter Gyarados, among other waters) and HP Ice (to take down any Dragons, not to mention 2X weaks). HP Dragon is outclassed in almost every way by HP Ice, and in the case of Steel types, if a base 70 unSTAB attack is your best option, you might as well switch out.
