If I use the friendship berries

If i use Pomeg, Kelpsy, Qualot, Hondew, Grepa, or Tamato Berries on a Pokémon with 0 EVs, what will happen? Will it say "It will have no effect"?
Will it increase friendship even though there are no EVs? The reason for my questio is that I have a Celebi whose EVs are unknown. I figured that I could give it a Crapload of these berries, so that it would no longer hve any EVs and I could restart its training. I have 26 of each berry, (in case the previous owner managed to unload 252 EVs in one stat before level 23).

I guess the true question is: Can I feed my Level 23 Celebi 26 (of each) Pomeg, Kelpsy, Qualot, Hondew, Grepa, and Tamato berries and start its training with a clean slate?
 
Feed it 11 berries, or untill it says "It's *stat* couldn't go any lower!". Simple question, simple answer thread next time.

The maximum number of berries you would need per stat is 11, since if the Pokemon has more than 109 EVs, it would go straight to 100EVs after the first berry, you will still be able to feed the berry even if it has no EVs, though if it says ___ base stat cannot drop any lower!, then there are no more EVs, it'll just raise its happiness..
