I really should have noticed that Staryu doesn't know Sonicboom, I thought it was a little odd. It was an illegal action, so Complications will have to re-order that round, and I'll re-ref it

I assumed order would be implied, but to be more specific, a mon fainting in this scenario when there is only one mon that can switch in does not disrupt turn order.
Therefore, Complications gives actions -> King Serperior gives actions -> I ref.
