Does HP Ice with 60 base power get affected by technician? If so I would probably use this since Persian hardly needs to reduce the foes speed and icy wind has 95 accuracy. This gives it tbolt and a 90 base power ice move, which is pretty much boltbeam. The trick is fitting hypnosis+nasty plot+hp ice+tbolt+swift on the same moveset! Boltbeam is more solid, but persian needs all the attacking help it can get, even with nasty plot and hypnosis, and often stab is too good to refuse.
Leave the fake out+uturn to ambipom. Even though ambipom doesn't get hypnosis.

I'd honestly just go for hypnosis/nasty plot/water pulse/swift because water/normal is a very good attacking comination being neutral against pretty much everything...not to mention that water pulse has a chance of confusion as well and 90 BP thanks to Technician.
