Funnily enough I've actually dealt with problems like this before, mainly because of a challenge I did that forbade use of XP.
The main issue you're running into is the Calipers you're using are rather weak for what is expected of you by this point, which greatly reduces the efficiency of each subsequent cycle. Friend of mine from another community had this same roadblock and it was because he didn't see the value of keeping the Calipers up to par with the rest of your kit, and honestly there doesn't seem to be a good reason at first, but the further you progress the more you're punished for putting focus on other upgrades and/or acquisitions. Most other people within the GV Subrank always recommend rookies to avoid neglecting any part of their kit (outside of the davis capacitor ofc sorry if a spoiler) because each part really is of a greater whole.
Unfortunately it will be difficult to get out of this predicament because of where you are in progression, especially because you are very close to unlocking a new feature that largely prevents these kinds of situations from happening in the future, which feels like a slap in the face and I'm honestly surprised this wasn't picked up on during testing. Either way there are a number of methods that can help your Calipers get back up to par.
XP grinding is the simplest answer but not necessarily the best nor most enjoyable. If there's a couple unique encounters you haven't done yet I recommend doing those in between other encounters to make the process less of a slog.
Every weekend there's the open market in Veroca and a couple NPCs can help. Practitioners have a very small chance to sell one of three different Calipers (Pin, Wedge, or Slim) to give you a head start, if Dar is around there's also a small chance he carries the Wedge Calipers, and Loan's services are extremely useful for getting two upgrades if you don't mind the expenses, but won't be enough on their own, so I recommend considering this after having already gotten either the Latched or Broad Calipers.
As is the case for most open world-/survival-/exploration-type games I've played, the fishing mechanic is unreasonably strong and allows you to break progression pretty easily if you have both patience and the proper equipment. The hinge jaws you can catch near Pierete Cliffs sell for a lot compared to how common they are and will be the best means of income you have, so if your fishing gear isn't very developed as well, this is a good way to get what you need from various shops. The main thing we need is the Magnetic Pole, crafted using the basic Fishing Pole you already have, which requires 2 magene, 4 parpa wood, and spia fibers. The first two you probably already have enough of by now, and the spia fibers are moreso tedious to obtain than difficult. Best place to grind them out is the northern part of Alapean's Thicket closest to Henchat, but if you find it a tad too challenging for a grinding spot then Vans Harrow is a good alternative. The Magnetic Pole is both a stronger fishing rod, and a means of getting various metallic items, most of which are scraps used for crafting, but there are items as well. With this you can rarely find broken Ten-Filament Calipers in the runoff area of the Promend Surgeway close to where it exits For Promentria, there is a limit to how many you can find within a large timeframe but you only need one for our purposes. If you have 4 orucon scraps (which you should get naturally from fishing), go to Denman's Corner in For Promentria where you are able to repair the Ten-Filament Calipers. These are more than enough for what's needed by this point.
If you don't mind using exploits/glitches, you can get past this roadblock pretty easily without screwing up any story beats or overall progression. There's a couple of spots near Ridgeden that you can pass through using Mrxcenaries' Trick, which is fairly easy to perform once you get the hang of it. Here's examples of each trick on their YouTube channel, don't worry about spoilers none are shown in any of the videos.
You won't need better Calipers for a bit afterwards but there will be points where continuing to neglect them is seriously going to be a pain in the ass, so for your own sake I recommend keeping track of your equipment and making sure everything is upgraded roughly in tandem with each other. It's fine to focus on particular things, and again a feature is soon unlocked that makes a lot of this way more convenient to manage, but no matter the case be diligent about upgrading all of your current equipment every once in a while.
