It only needs 208speed evs to outspeed scarf timid Rotom-W but I don't really think that Deoxys-S needs the extra speed seeing that it doesn't have anything to hit it with and stuff....
Anyways, I think that your team would benefit more if the Scizor WASN'T the swords dancing one but the Choice Banded one which works well with Rotom-W seeing that they get rid of most of each other's counters and U-Turn/Volt-Switch is very helpful on Hyper Offensive teams where you never want to lose momentum. You could also try Lefties Scizor with same moveset as CB and I think that you should have Choice Specs>LO on Rotom-W because of the usefulness of simply crippling walls with a choice item. Also why do you have CHOICE SCARF GENGAR?!? I don't see how it "trolls" Choice'd Terrakion as the only move that will do decent damage on Gengar from Terrakion is Stone Edge which Lucario 4x Resists.... I would have SubDisable or Possibly Painsplit+3 Attacks with like Shadow Ball, Focus Blast, HP ICE or sumin for Gliscors which your team doesn't seem to like at all. Lastly, I would recommend a moveset of Dragon Dance, Dragon Claw/Outrage, WATERFALL, BRICKBREAK. I think this is better because then you can more easily handle Gliscors which may switch into an Outrage and Brickbreak also hits Heatran + Ferrothorn for super effective damage. Doesn't hurt that Waterfall gets boosted in rain and does more damage to all of those steel types other than Ferrothorn :) Other than that, seems like a great team.
 
Nice team :]. I would consider maxing out Deoxys's speed to outspeed common scarfers such as Rotom-W or atleast running some speed. Starmie could be an option over Rotom-W as it has great coverage and can rapid spin for Dragonite to preserve it's multiscale. Not much beyond that. GL with it :]

That's an incredible HO Team you got there, congrats about that. Now there is a few problems. First "problem", is your Gengar. Its set isn't the best at all, the SubPainSplit or SubDisable would be better, but as you previous said, Starmie is an incredible problem. I'm not sure you need a SpinBlocker in your Team since it's an HO Team, so your opponent problably wouldn't have the time to Spin. You scared about Sun/Rain/Dragonite and Volcarona, I'm sure it's a good idea because your Team is really offensive but Jellicent can maybe work instead of Gengar. But be sure that the Scarf isn't the best choice.

Since your real Late Game Sweeper is Dragonite, maybe you can try a Starmie instead of Gengar, you lose your SpinBlocker but you get an incredible Spinner and Starmie is pretty nice against RainTeam. With that, Volcarona isn't a great problem due to Multiscale on Dragonite.

Now last thing, since you're using Ice Punch on Lucario, Jellicent is really annoying for your Scizor/Lucario core. That's a good idea using a Lum Berry, especially for Will O Wisp, so you I'll suggest you to run Night Slash instead of Roost. If you really want to play Roost, use Crunch instead of Ice Punch on Lucario. Most of the time, your opponent will think you got Ice Punch and will be suprised with Crunch.

Thanks for the Scizor set Ojama, by the way, what starmie set would you recommend? Rapid spin and 3 attacks? If so, Im on the fence about the 3 moves, all I can think about is Hydro Pump, (preferred) Ice Beam, and HP Grass. Your input would be greatly appreciated. And thanks for the solid rate.
 
Hm I don't know but I'll suggest you to use this set => Timid 252 SAtk / 252 Spd / 4 HP Hydropump/Recover/Rapid Spin /Ice Beam or Thunderbolt but you don't need HP Grass since Rotom already got it
 
So i was on PO and saw SiZZirP was online so asked if i could use this team and he said yes so i went away to build it. After 5 battles my ranking is now (20:44:28) *** Your rank in Standard OU is 13163/45413 [1024 points / 5 battles]! I think the team is very good and the changes that have been made only improve it i kept the Rotom choice scarfted as i find tricking the item to a wall can stop it from gaining back HP
