Kyogre's high Special Attack, powerful rain-boosted Water-type attacks, and good bulk make it one of the biggest restricted threats. Water Spout is a devastating spread move, being able to OHKO the likes of Zacian-C, Calyrex-S, and Incineroar. Origin Pulse is a powerful, although inaccurate, backup to Water Spout after Kyogre has been harmed, while Scald is a weaker but consistent option with a chance to burn threats like Zacian-C. Ice Beam is mainly useful for Max Hailstorm, to let Kyogre best contend with the likes of Gigantamaxed Venusaur and Dynamaxed Dragapult, threatening a 2HKO on both. Alternatively, Thunder hits opposing Kyogre and turns into Max Lightning, blocking Yawn from Umbreon and Spore from Amoonguss but leaving Kyogre more vulnerable to Grass-types. Mystic Water boosts Kyogre's Water-type attacks with no drawbacks, as opposed to Life Orb's recoil lowering Water Spout's damage. A Timid nature allows Kyogre to outspeed Calyrex-S and Zacian-C at +1 from Tornadus's Max Airstream, as well outspeed them when they are at -1 from Regieleki's Electroweb, while Modest lets Kyogre OHKO Thundurus with Water Spout while also having a chance to OHKO Zacian-C.

Tornadus is a staple partner to Kyogre, as it can offer speed control with Tailwind and Max Airstream and check Grass-types such as Venusaur and Rillaboom. In return, Kyogre's rain turns Hurricane into a sure-hit move. Dragapult helps handle threats to Kyogre like Venusaur and Regieleki and offers speed control with Max Airstream. Venusaur, although near requiring the support of the anti-synergistic Torkoal, is an amazing partner for Kyogre, as it checks Regieleki well, while Kyogre can help deal with Ground- and Fire-types such as Landorus-T and Incineroar. Grimmsnarl's dual screens support and speed control help Kyogre pressure the opponent more safely. Porygon2 can weaken threats to Kyogre such as Zapdos and Venusaur with Eerie Impulse and set Trick Room, meaning Kyogre should exchange its speed for bulk if paired with it. Incineroar can check Venusaur and Amoonguss for Kyogre and also offers Fake Out pressure. Regieleki pairs excellently with Kyogre, for it provides speed control with Electroweb while Kyogre can destroy Ground-types.

Water Spout is a devastating Water-type STAB at full HP(fluffy) spread move, being able to OHKO the likes of many Zacian-C(Give more examples.) Origin Pulse gives Kyogre a strong albeit inconsistent backs Kyogre up to Water Spout after its been harmed, while Scald provides more a weaker, but consistent option. accuracy and a chance to burn the opponent.(Scald is mainly justifiable because its consistent not because it can burn.) Ice Beam hits Grass-types like Venusaur and Amoonguss, and Thunder, opposing Kyogre. Timid Kyogre can outspeed Jolly Zacian-C and Calyrex-S relevant when having it paired with Regieleki. Modest Water Spout has a much better roll to KO bulkier variants of Zacian-C and its pretty affordable considering Kyogre is very often paired with Tornadus. I also think its worth mentioning that Kyogre can run slower bulkier EV spreads on Trick Room teams)

Amoonguss isn't a particularly common or good partner so I wouldn't mind you cutting it. Though if you do plan on keeping it Amoonguss's redirection is certainly worth mentioning) Venusaur and Torkoal are a great combination to pair with Kyogre, creating a nice elemental defensive core and supporting it with status conditions in Sleep Powder and Yawn.("nice elemental defensive core" is fluff. Status conditions aren't really the big reason Venusaur and Torkoal are good with Kyogre. Venusaur shares great offensive synergy with Kyogre, Kyogre checks mons like Landorus-T and Fire-types and in return Venusaur is a great check to Regieleki. Torkoal doesn't have great synergy with Kyogre, its more just an enabler to Venusaur.) Furthermore, Grimmsnarl's dual screens support reduce the damage taken by Kyogre(Could be simplified. "bolster its defenses" something like that.) and preserves its Water Spout's damage.(Good chance that if you take even moderate damage Water Spout's going to be much weaker. I think what is far more worth mentioning would be that Grimmsnarl can support Kyogre with speed control.

(Porygon2 and Incineroar deserve to be mentioned imo. Porygon2 is what makes Kyogre TR teams
function and Incineroar is one of the better options to help check Grass-types. Regieleki is another partner that deserves to be mentioned, Kyogre threatens Ground-types and Regieleki threatens most none Ground-type and can provide speed control via Electroweb.)

Maybe not being Eerie Impulse
vulnerable is worth mentioning too.
