Legendary Hidden Powers

Sorry if this doesn't belong here, but I have a question. You know that legendaries on Shoddy can't have full IVs like ordinary Pokemon, right? Well, that throws Hidden Power completely out of kilt. I'm after a Zapdos with Hidden Power Ice, but what's the best IV range that gives him the highest damage move?

SQSA Thread next time, but to answer your question 22 Attack and 30 Defense IVs for either Bold or Timid.

Is the perfect HP Ice spread for Zapdos if I'm not mistaken, but I can't remember if this is for all the natures.
