Hey Smogon! This team actually belongs to a friend of mine (legendary_07) from another site--his computer won't let him make an account here, so he asked me to post it for him. Though he's made it onto the leaderboard, something feels off... Hopefully you guys can help him fix it!

a DD or things like Scarfgon, Scarfdos etc..
I found that Starmie was ideal for that.

Infernape or Salamence,in the end Sala´s Intimidate and typing
won,Mix Mence.

Then I realized I have problems with Blissey(lol) especially the
Thunderwave-Flamethrower one, I wanted a Blissey counter but
that could be able to weaken Lucario´s counters too.
Tyranitar fits this roll perfectly.He also helps against stall.

The only thing missing was a lead,I never had liked leads at all,
Swampert,Metagross Hippowdon... I don´t like using standard leads
so I decided to use my own set for Smeargle.

This is one the best leads I´ve ever used,it is guaranteed to set up
rocks against anything faster without Taunt or they own Sleep move.
I always Spore First then I set up SR,if I have a chance I explode.
Toxic Spikes is for slower leads without priority, I Spore them,
Stealth Rock the Switch and Toxic Spikes while they activate my Sash.
Idk why people don´t use this as a lead .

This is what saves me from Dragon Dancers and Scarfers,he or she or
whatever can revenge kill them, and also saves me against Agility
Empoleon.Great Typing and Speed,he(in general) helps alot against
stall,(where most of the time the scarf isn´t needed)
when I Switch to their Psysical wall to Trick the Blissey/Cresselia
switch in.It also attracts Rotoms thinking they will Spin Block me
while I nailthem with a powerful Hydro Pump.I have not tested Surf yet,but I like
Hydro Pump´s 180 power.

My stall breaker,I decided max speed because most Salamence
are Adamant becuase of Latias.The surprise is also welcome for
steadily beat Lucario´s counters.Near max Spa to OHKO Scizor
after a SpA drop and to OHKO bulky gyara with Stealth Rock.
I chose it name after a gigachip from Megaman Battle
Network 5,it is a dragon like phoenix that showers meteors and
fire to your oponent.*Draco Meteor*
I let Outrage for late game or when I am very low on health.

I love bluffing a Choice Band with this guy,He counters Scarftran and
Zapdos,two Lucario checks.My main switch in to Blissey,
After getting a surprise kill by bluffing I can use Dragon Dance
to weaken psysical walls,Sand Stream helps a lot to further doing
that,especially if I manage to get Toxic Spikes.He is very bulky
and can check Scizor.I chose Adamant because he isn´t supposed to
sweep,but to weaken instead.

Scizor would just suck without U-turn,my main attack,combined with
Stealth Rock and Sandstorm,his counters won´t last very long.
I use him to check Gengar,Rapid Spin Starmie, and the latest Ou
Umbreon.He has practically the same counters as Lucario,meaning
late game they all should be gone.I have 240 hp evs to take Outrages
and Draco Meteors better.Nothing else to say,he does his job and
I am happy with him.

The pokemon which the team is based around,he is the top physical
treat in Ou,the best sweeper and one of my favorite pokemon.
Adamant because Jolly is pointless other than hitting neutral Speed
Gliscor,but I am fine with Crunch and I won´t make changes to him.
This is kinda nostalgic because he was in my first team ever.

This is one of the better teams I've seen in quite a while. I don't really have much to say, so just a few nitpicks here and there. Firstly, Starmie should really have a positive speed nature (Timid), to outspeed all positive speed nature base 100's such as naive Salamence, Jolly Flygon, and Timid Zapdos, and positive nature base 110's such as Timid Latias, and Timid Gengar, when holding a choice scarf. And the spread i suggest would be 40 HP/252 SpA/216 Spe; this will allow you to outrun the positive base 110's while giving you a bit of bulk. I would advise for surf over hydro pump, because the accuracy sucks, and the opposing pokemon should already be weakened into KO range for Surf, so surf would be the superior option, unless you feel really lucky.

Secondly, I believe you are pretty weak to Scizor if salamence is weakened from Life Orb recoi, Sandstorm, and Stealth Rock, and you'll have to find yourself relying on tyranitar to take it down, ruining him throughout the match. Now i can't do much about this without tearing the team apart, but I can give you a better "check" to Scizor with Salamence. The obly thing you need to change is put Roost over Outrage. This will allow salamence to take repeated U-turns and will give it limitless switch-ins while helping you take care of Scizor, so you don't have to risk Tyranitar and Lucario to U-turns, Bullet Punches, and SuperPowers.

Finally Scizor can have 8 more Evs, and you should put them into HP, making the spread 248 HP/252atk/8 Spe, which I'm sure what it should have been before.

EDIT: I thought you had Spikes on Smeargle, but at a better glance you have Toxic Spikes. Spikes is clearly much better on a team with SD-lucario, DD-tar, and max speed mixmence. It will also allow Lucario to OHKO Hippowdon 100% of the time with two layers of spikes and Stealth Rock, not to mention it helping with Tyranitars counters, as well as scizor further weakening the team with U-turn. With Spikes it will be much easier at sweeping with your pokemon.
 
Thanks for the rate, joshe! Spikes and the Starmie changes have reportedly been working out great, and Mence (though still in testing) looks promising. We appreciate the help! (The Scizor spread was a mistake, yeah--thanks for catching it.)

Anyone else have pieces of advice/thoughts on the team?
 
Small nitpick, never run Speed EVs on CBScizor. When two CBScizors face off, the slower one usually has the advantage. If they both use Superpower, the slower one wins because he gets to hit the faster one's weakened Defense. If they both use U-Turn, the slower one wins because he gets to switch accordingly to the faster one's switch. The only time it would be beneficial to have Speed is if revenging another Scizor.

To sum it up, move those Speed EVs to Special Defense (helps to absorb Gengar Shadow Balls and Latias Dragon Pulses).

Salamence is the glue of this team, if it goes down or has any residual damage on it, you'll lose to stuff like SD Scizor and Swords Dance Lucario (relying on your own Lucario to speed tie at best). The quickest fix to this is to slot Roost over Earthquake on Salamence, and Brick Break over Outrage to maintain the best coverage possible while also having an instant recovery move. Trust me, Life Orb and Sandstorm damage adds up fast, along probably Stealth Rock damage.

Also, minor thing, but Explosion is a no-no on Smeargle. Consider its pitiful attack, you'd be lucky to dent anything with Explosion. A much more reliable move in that slot is Endeavor. If your sash gets activated, feel free to Endeavor to actually cripple an opposing Pokemon for sure (barring ghosts of course). And as Joshe already recommended, Spikes for sure over Toxic Spikes, considering the amount of steels and flyers there are that dominate the OU metagame.

I am glad that you like my team,your advices was very helpful,Spikes
helps a lot Tyranitar softening Scizor scouting.I changed Starmie´s spread
to the one you suggested,I haven´t tested Roost on Salamence but I will
when I have more time,Scizor now is 248 Hp / 252 Atk / 8 SpD.

To Twist of Fate

Explosion deals over 75% to Swampert,and if that is a "no-no",I want one.
Also helps when my Sash has activated,they might send a spinner,and
is really annoying.Thanks for the rate.
As I already stated,I will test Roost when I have more time.

you could do with a wall on this team, if starmie is taken out then anything fast will sweep, i suggest replacing tyranitar, you say tyranitar is your blissey counter, but blissey will just switch out, I would use scizor to counter, no blissey stays in becuase of superpower and you can pursuit, or u-turn depending on your need to kill blissey and blissey's health.

A wishpassing cursing umbreon would work with:
-wish
-Protect/baton pass
-curse/toxic
-pay back
simular typing to tyranitar so you don't have to worry about weaknesses can heal your team and set up for a sweep in the late game and doesn't damadge half your team with sandstorm. you could go for a wish protect baton pass toxic set if you just want to stall sweepers and heal your team with the take a hit and baton pass tactic.

Finally, the lucario set is very predictable and I can't see the need on your current team, your team is perfect for a reversal lucario holding a salac berry:
-endure
-sword dance
-crunch
-reversal

great in the late game after a sword dance reversal OHKO's hippowdon, scizor can trap the fast ghosts and physchics who ruin his fun, and scizor can bullet punch the fast frail threats like aerodactyl who threaten him. I don't see the need for his current set on your team as scizor and salamance can do that role farely well, this set is great in the lategame.
