If you're locked one of the most annoying things that I've gone through is not being able to PM TiBot or Kid A for usage stats or when I build teams. It helps a lot and I don't see why you can't make it so that you can just pm ppl with global @ or above and also the * (bot) role
 
Denied sorry. This is exploitable due to systems like the bot mail system and such. And before anyone argues that we should have bots not allow mail to be used by locked users, thats up to the bot owner to implement rather than us, many bot owners are not staff as well. So no sorry, its part of the punishment.
