Approved Let non-autoconfirmed users send (limited) links

Absolutely makes sense that non-ac users can't send links, but I think exceptions should be made for smogon-affiliated links. Eg: official discord links (there's already a list of these in PS), as well as any link on the psim.us, pokemonshowdown.com, and smogon.com domains.

This affects a relatively small percentage of users but still improves their experience

We actually already have a client whitelist. Ideally we would keep it in sync with that one somehow.
