One day, a very lucky and very generous Meowth hit it big on the slots and cashed out a Pay Day so large that every Pokemon received

1. So what did they decide to do? Go shopping!

At the PokeMall, an eager salesman lured in the Pokemon with his advertisement for "TM Value Packs". Each value pack contained 10 TMs and cost only 1 Bitcoin! This amazing 10-for-1 deal could not be passed up, and many Pokemon began to buy. After the Pokemon made their purchases, they held the shiny cases in their hands, fins, hooves, etc, excited to learn their new moves.

But something strange happened when they opened the cases …

Rule #1: Pokemon can "buy" a value pack of TMs for 1 Bitcoin and use any of the 10 TMs in that pack.

Rule #2: Once Pokemon have made their purchase, they cannot learn any other TMs.

Let's look at Thundurus as an example on how this might work for him.
642-incarnate.png

Thundurus would like to buy some better Ice coverage than Hidden Power, so he shells out his Bitcoin for Value Pack #2 so he can use Ice Beam.
Uh oh, do you know what that means? Since Thunderbolt is not learned naturally, he can no longer run it! But all is not lost. He learns the move Discharge via level-up, giving him a theoretical moveset like this:

~Ice Beam (VP2)
~Taunt/Rain Dance (VP2)
~Discharge/Thunder
~Nasty Plot

But Thundurus might also want to run a Volt Switch set instead because he likes to hit-and-run. So he may also look at Value Pack #8 for something like this:

~Volt Switch (VP8)
~Frost Breath (VP8)
~Thunder Wave (VP8)
~Knock Off/Filler

See how it works?

472.png
<- This guy is not going to like this.

Since Gliscor learns both Earthquake and Protect via TMs, he now has to choose which value pack he would rather buy. Protect is in VP2, Earthquake is in VP3, and Toxic is in VP1. Protect surely benefits him with his Toxic Heal ability, but if he doesn't have Earthquake, the only Ground-type STAB he can run is either Sand Tomb or Earth Power. Luckily, he learns Knock Off as a level-up move, and if he chooses VP2 for Protect, he also gets Taunt, Roost, and Light Screen, a move he may find useful.

94.png
<- This guy can gain new coverage, but lose some in the process.

Gengar, unlike Gliscor, learns great STAB moves naturally, so it has some flexibility when it comes to shopping for a value pack. Oddly enough, a move it might consider, Fire Blast, is in a value pack with Sludge Bomb, something it doesn't need. However, you'll also notice that Sludge Wave is also in this pack:

~Fire Blast/Flamethrower (VP4)
~Sludge Wave (VP4)
~Shadow Ball
~Filler

Sure, it can hit Steel-types hard, but with the type changes this gen, Ghost is neutral against Steel, so is that his best Value Pack choice? We can see Focus Blast is in VP6, along with Energy Ball and Scald. That opens up even more coverage for the ghost. Or, if he wants to run Substitute+Disable, he has to buy VP9, but at least he'll still have Shadow Ball and Sludge Bomb.

658.png
<- This guy is like a ninja in a shuriken shop. So many choices!

What to do? Since he keeps Hydro Pump as a level-up move, he can pick a pack that compliments Water coverage the best. Will it be VP3 with Thunderbolt, Earthquake, Psychic, and Shadow Ball? Or VP10 to get Dark Pulse back plus Dazzling Gleam and Flash Cannon? No matter what he's getting STAB so it comes down to coverage.
Assault Vest/LO Tornadus-T
~Volt Switch (VP8)
~Frost Breath (VP8)
~Air Slash
~Knock Off/Heatwave

Rhyperior
~Trick Room (VP10)
~Stone Edge
~Earthquake
~Hammer Arm/Megahorn

Quick Feet Ursaring
~Facade (VP5)
~Flame Charge (VP5)
~Rest (VP5)
~Sleep Talk

Rotom-W
~Hydro Pump
~Discharge
~Ice Beam (VP2)
~Roost (VP2)

Marowak
~Trick Room (VP10)
~Bonemerang/Bone Rush
~Fire Punch
~Wild Charge (VP10)
Goes here

Holy shit, everyone and their mother wants pack #2.
Klefki would be beast with it, getting Taunt and Roost, becoming Sableye 2.0.
EXCEPT IT DOESN'T GET T WAVE ANYMORE holy shit this'll be frustrating to team build

Also pack 1 would be a great set up sweeper.

Eevee strikes again, great job.

Pack 2 is pretty much Bulky Water: The Pack (unless you REALLY want Scald, but Ice Beam and Roost are pretty hard to give up imo). The best Bulky Water though is Suicune, with a set like this

Suicune @ Leftovers
Ability: Pressure
EVs: 252 Def / 252 HP / 4 SAtk
Bold Nature
- Surf
- Ice Beam / Roar
- Calm Mind / Roar
- Roost

What makes Suicune special is that Suicune, unlike some other Calm Minders, gets Calm Mind via Level-up. This means that it does not need to buy the pack with Calm Mind, letting it buy the pack that pretty much gives it everything it could ever want - the one with Ice Beam, Roost, Roar, and even Taunt if you're feeling special. Roost + it's naturally good bulk and it's amazing movepool with Pack #2 makes Suicune a force to be reckoned with.

Ooh this looks fun! :)
Greninja the ninja may also really enjoy pack #8 with Volt Switch, Frost Breath, Swords Dance and Stone Edge. On special/mixed sets, Greninja can continue to provide momentum with Volt Switch instead of U-turn and gets near-perfect coverage with Frost Breath + Volt Switch. On a special set, it can opt for Hydro Pump/Surf and Extrasensory/Spikes on the last slots or use a mixed set with Waterfall and Night Slash/Shadow Sneak/Spikes. It can also run a Swords Dance Physical set with Stone Edge/Rock Slide, Waterfall/Water Shuriken, Night Slash/Shadow Sneak and Bounce/Spikes. Still as versatile as ever. :)

Wobbuffet @ Leftovers
Shadow Tag
- Counter
- Mirror Coat
- Encore
- Roost

letz have fun c:
RIP my fun

Wait. So. What.

I don't understand.

Does each pokemon get it's own pack? Or can you only buy one pack for your entire team?

Wobbuffet @ Leftovers
Shadow Tag
- Counter
- Mirror Coat
- Encore
- Roost

letz have fun c:
Or you could use this :
Wobbuffet @ Leftovers
Shadow Tag
- Counter
- Mirror Coat
- Encore
- Will-O-Wisp

Sacrifices instant recovery for the ability to cripple the opponent.

The great thing about this metagame is that everything is unpredictable as hell. But the fact that literally everything gets WoW is pretty amazing. A few sets that caught my eye :

547.png

Sableye 2.0
Whimsicott @ Leftovers
Prankster
EVs: 252 HP / 252 Def / 4 SpD
- Will-O-Wisp
- Leech Seed
- Encore
- Moonblast

This thing sacrifices pretty much all of its moveset for the ability to burn its opponents. Not exactly a great trade-off, but hey, it's bulkier than Sableye, and we all know how annoying that thing can be.

113.png

Even Worse
Chansey @ Eviolite
Natural Cure
EVs: 252 SpD / 252 Def / 4 HP
- Will-O-Wisp
- Wish
- Heal Bell
- Stealth Rock / Softboiled

I shouldn't need to explain this. Chansey already walls the vast majority of special attackers and isn't 2HKOd by most physical ones either. With Will-O-Wisp, it can threaten physical attackers as they switch in. This makes it only really easily defeatable with Keldeo or physically offensive Fire-types like Darmanitan and Talonflame, who go down to recoil anyway.

Question: Does only one Pokemon per team get a specific value pack, or in other words, only one Pokemon per team can have VP X and others have to get VP Y etc.?

Kyurem-B @ Life Orb
Teravolt
EVs: 4 HP/ 252 Atk / 252 Spe
- Swords Dance
- Outrage
- Fusion Bolt
- Bulldoze

Best wallbreaker. TM pack #8 required.

What do you think is the best pack for offensive Pokemon? Defensive? EDIT: Depends on type, so which packs for what type?

What pack and coverage do you think something like Sheer Force Landorus would like best? Keldeo now can run a better Ice move than Icy Wind, but does it want pack #2 with Ice Beam or #8 with Frost Breath and Volt Switch more? Or, there's pack #10 to give it Fairy and Dark coverage alongside its Fighting STAB.

Excuse me, does Keldeo and Meloetta gets secret sword and relic song respectively?
All moves learned naturally or in school are not affected. This includes level-up, egg, events, and tutor. But no tricksy thinking you can breed TM moves, you false little hobbit. HMs function like normal. Standard clauses apply. No Ubers. Not valid with any other offers. Void where prohibited.
Bit of a bump there, but it's a good meta. Since they're not TM moves, they're good to go.

Also this DOES need a revive

Then what about hm moves?

It was literally in the same thing I quoted...
